马华行动党罕见联手炮轰蔡添强

公正党宣传主任蔡添强(左图)反驳行动党主席卡巴星,声称国会反对党领袖兼公正党实权领袖安华没有必要回应回教党副主席胡桑慕沙所发表的落实回教刑事法言论的一席话惹祸,罕见地招致马华及行动党的联手炮轰。
根据报道,蔡添强是在昨日驳斥卡巴星要求安华回应胡桑慕沙发表若民联执政中央政府必定落实回教刑事法的言论,并表示若卡巴星有所不满,可直接约见胡桑慕沙本人或回教党领袖,没有必要凡事都要安华亲自回应。
蔡添强也说,安华作为未来首相人选,不可能小至街道清洁问题、禁酒等课题都要回应。而他身为公正党的宣传主任,已经代表公正党与民联的立场,即维护联邦宪法的精神,而回教党要做出任何改变之前,必须获得民联认同。
他也指出,既然胡桑已经澄清,回教党不会再没有咨询友党的情况下,冒然实施回教法,再加上这仅是胡桑在辩论时所提出的个人观点,不代表回教党的立场,所以卡巴星不应该在这课题上争执不休。
潘俭伟遗憾对卡巴星不敬
民主行动党全国宣传秘书兼灵北区国会议员潘俭伟(昨图)则发表文告,对蔡添强指行动党全国主席卡巴星“没必要凡事要安华回应”的言论感到非常遗憾,并认为蔡添强的言论是对一个资深领袖的不敬。
潘俭伟指出,卡巴星(右图)要求公正党实权领袖安华针对回教党副主席胡桑慕沙挑起“民联将实行回教刑事法”的言论做出回应并无任何不妥。因为安华除了是公正党的最高领袖外,他也是民联三党的核心人物之一,安华对回教刑事法的立场将深深影响人民对民联的看法。
潘俭伟也不认同蔡添强指“安华是未来的首相人选,就不可能小至街道清洁问题、禁酒课题都要他亲自回应”的言论。因为回教刑事法并不是地方民生问题,而是关系到国家的宪法精神和民联三党的结盟共识,由安华亲自回应此课题才能显得公正党是严正看待任何挑战我国宪法精神的言论。
潘俭伟也重申行动党坚决反对在我国实行回教刑事法,因为我国自建国以来就已经在宪法上阐明马来西亚是一个世俗民主国。他说,行动党对任何人尝试挑战宪法,要在我国落实回教刑事法都不会给予妥协。
安华立场是民联最终立场
另一方面,马华全国妇女组主席周美芬(右图)也力促安华必须针对胡桑的回教法言论表态,以向全体人民清楚说明该党及民联对回教法的立场和原则。
她说,胡桑在日前的一场辩论中,信誓旦旦的承诺该党将在执掌中央政权后,全面推行回教刑事法,已经引起非回教徒的疑虑。
“回教党执意要在马来西亚推行回教法,是一种完全漠视我国多元种族、多元宗教国情的狭隘态度,更是对我国联邦宪法的世俗精神的一种严重藐视。”
周美芬强调,安华作为在公正党中掌握最高权力的实权领袖,以及作为民联的最高领袖,如果不在回教党要推行回教法的课题上做出任何明确的交待或看法,是完全说不过去的。
“更何况,行动党秘书长林冠英以及主席卡巴星已经先后要求安华针对有关课题发言,显示安华的立场才是民联的最终立场。”
认同胡桑抑或边缘行动党?
“除非林冠英和卡巴星在民联的地位可有可无,否则安华应该尊重两位同僚的意愿,立即对胡桑的言论表态。如果安华继续保持沉默,那就有两种可能:一、他默认胡桑的言论,即民联一旦执掌中央将推行回教法;二、行动党在所谓平起平坐的民联里被公正党及回教党边缘化,以致其秘书长和主席的要求都无法获得任何满足或回应。”
她也认为蔡添强在回应卡巴星时表示“安华作为未来首相人选,不可能小至街道清洁问题、禁酒等课题都要回应”,是非常荒谬的说辞。
周美芬指出,推行回教法是一项事关国体、宪政、社会形态以及人民切身生活的重大课题,蔡添强将有关问题比喻为“街道清洁问题”,简直是太儿戏了。
“蔡氏即使要为安华推脱责任,也应该提出更具说服力的理由,而不是以如此轻蔑的态度去敷衍其民联同僚和广大人民。

心脏中心私营化有待详细研究
纳吉:搁置决定无关瓜登补选

副首相纳吉表示,内阁决定搁置国家心脏中心私营化的决定,与下个月举行的瓜拉登嘉楼补选无关。
他在受询及是否有这项考量时,简短答说:“不,完全无关”。
纳吉也是财政部长,他今午在部门召开记者会,宣布内阁议决暂搁私营化国家心脏中心的计划。
需时数个月深入研究建议
该项决定已由马华总会长兼交通部长翁诗杰于2个小时前,作出宣布。不过,翁诗杰的记者会却只邀请中文媒体。
纳吉表示,政府作出这项决定,是要优先关注人民的需要,确保国家心脏中心继续履行其社会责任。
他也说,政府将通过数个部门,即财政部、卫生部和首相署经济策划单位,深入研究有关建议,才定夺是否要把国家心脏中心私营化。
“研究可能需时数个月,但时间不是最大的考量。最重要的是,最后的决定真的重视人民,而且能把该中心打造成世界闻名的心脏中心。”
就算私营化政府将续捐款
不过,纳吉也为未来私营化的建议留下伏笔。
“我必须澄清,一旦心脏中心交给森那美接掌,意味着政府将继续其捐款。”
“这代表着,国家心脏中心的社会责任,将由政府所承担。政府不会忽略或牺牲社会责任。”
调低中行利率不止一考量
另一方面,一名记者询及,由于近来通膨率高涨,中央银行会否考虑再次调低利率。
不过,纳吉却拒绝置评,只表示本身的政策向来是,交由中央银行决定其利率水平。
他强调,降低利率与否,不仅只有通膨率一项考量,诸如经济成长前景及资本流出等,都是需要考虑的因素。

Things not looking all that bright for 2020

In a short period of twelve years from now, the world would witness the birth of 2020. This popular year is earmarked to project Malaysia as a developed nation. From schools to universities and homes to workplaces, Malaysians have been encouraged to work towards achieving a developed nation status which is spearheaded by the national vision called Vision 2020.
While former prime minister Dr Mahathir Mohamad launched this campaign in the 1980s, I have always asked this simple question over the past two decades - What would Malaysia be like in the year 2020? In a short period of twelve remaining years, what would our beloved nation be like?
Will it be a shining model and example of a newly-developed and industrialised nation?
Would people live in a better economic, social and political environment?
Would we identify ourselves as Malaysian rather as Malays, Chinese, Indians, Kadazans etc?
Would Malaysia be racially integrated rather remaining polarised as we have witnessed over the past 50 years?
Would the income gap between the rich and poor narrow or widen?
Would there be greater freedom of speech, worship, association and assembly which are fundamentally important for a developed country?
Would the state provide better social and welfare protection for those in need irrespective of race, religion, colour and creed?
The list of questions can grow longer and longer given the current situation and future projection.
In order to answer some of these pressing questions, we need to examine the present and past situation in Malaysia and project the future. I can safely predict that we would remain as racially and religiously divided and polarised as we are today. The income disparity between the rich and poor would grow wider.
There would be more infrastructure development but less emphasis on social development and that would mean that we would have first-class infrastructure and Third World wages. There would also be more restriction on some of the fundamental rights and freedom that are enshrined in our constitution.
In a nutshell, Malaysia may rank lower and poorer then some of our neighbors in terms of socio -economic development.
A simple computation on wages paid to ordinary factory workers now would indicate what these workers would earn in 2020. A factory worker at present earns an average starting wage of RM600 per month and if he or she receives 6% compounding annual increase, would earn RM1138 in 2020.
Only a meagre sum that can’t even provide for basic needs even today. As most Malaysians are wage-earners, their income would not be sufficient to meet the cost of living in a ‘developed country’ if at all we achieve that status in 2020.
A graduate with a degree starts with RM1,500 – RM2,000 per month and by 2020 his or her salary would be about RM2,500 – RM3,500 per month. Our educated community would have to struggle to make ends meet. Even at present, we often hear of some taking on more than one job or ‘moonshining’ to make ends meet, what more in 2020.
As a result of such inadequacies, there would be social and political unrest. Due to this, would the government of the day (2020) suppress and oppress the people?
If those in power are concerned about the future of our beloved nation, they should quickly carry out serious social engineering and start improving the livelihood of the working and farming communities. Malaysian workers should earn decent real wages and not subsistence-based wages.
They should enjoy permanent and regular employment and not irregular or precarious (contract, temporary or casual) employment. Migrant workers should not be brought in to suppress increase in wages in the name of market and cost competition.
While concentrating on infrastructure development, the government should not neglect the social, economic and welfare development of the rakyat. This does not mean creating a system of dependency as is the present case. The government should empower the people fairly irrespective of race or religion so that they become a productive and enterprising force.
When I met Mahathir in 1987, I told him that a developed nation does not only mean one with infrastructure development but one also with social and intellectual development. It also means racial integration and not division.
I hope that I am wrong in my above prediction but what can I say given the prevailing situation in beautiful Malaysia. Let’s keep our fingers crossed and watch what unfolds in 2020.

国阵全力护航,民联修改不果
下议院通过反贪污委员会法案

经过两天的仓促辩论之后,首相阿都拉矢志在退休前完成的大马反贪污委员会法案,今午在国阵议员的一致护航之下,终于通过二读和三读。
这也意味着反贪委员会法案已经顺利通过下议院所有的立法程序,接下来将提呈上上议院寻求通过。
虽然人民联盟议员在辩论阶段屡屡要求政府修改法案,包括赋予独立检控权和摆脱行政权的影响,但是在国阵议员人数占优的情况下,这项法案最终还是在下午5点通过二读投票,并进入委员会辩论阶段。
随后,这项法案也顺利在晚上7时50分完成委员会辩论阶段,并通过三读,顺利在下议院闯关。
值得一提的是,正副首相阿都拉和纳吉下午也一度进入议会厅内,聆听纳兹里作出的总结。
阿都拉是于上周三向下议院,提呈拖延许久的两项改革法案——反贪委员会法案和司法委员会法案进行一读。
驳斥总检长权力过大之说
较早时,首相署部长纳兹里(左图)为反贪委员会法案进行总结时,也驳斥反对党指责总检察长权力过大的说法,称法案中的“总检察长”(Public Prosecutor)其实是指总检查署,而不应该狭隘的诠释为总检察长个人而已。
“提控案件的决定权已经交给调到反贪委员会的副检察官。因此,议员们提出的问题不会发生。”
他也辩称,虽然总检察长拥有提控的最终决定权,但是他个人不可能亲自阅读每年提控的2万宗案件,“他阅读一年都读不完!”因此,最终是由其他总检查署官员会负责决定是否作出提控。
不过,民联议员如怡保东区国会议员林吉祥和瓜拉雪兰莪国会议员祖基菲,还是对纳兹里的解释感到不满。其中,林吉祥就形容这是“不合逻辑”。
建议设总检长委任委员会
对此,纳兹里回应说,国会议员不应该因为不满现任总检察长阿都干尼,而建议撤出总检察长的权力。
“如果问题是出在个人身上,那么问题应该是我们能针对有关人士采取什么行动,而不是撤除总检察长现有的权力。”
为了安抚仍然不满的民联议员,纳兹里也建议比照司法委员会,设立一个委员会来处理总检察长的委任。
“如果法官能够有一个司法委员会,来确保法官是自由的,我们何不也这么做来委任总检察长?最重要的获得最好的人选。”
拒绝让委员会向国会负责
针对民联议员呼吁让反贪委员会直接向国会负责的看法,纳兹里回应说,政府不曾打算这么做,因为政治人物可能趁机影响委员会的操作。
“我们不曾想过将反贪委员会设在国会管辖下!这是不可能,因为我们是奉行党派政治(partisan politics)。”
不过,他也补充说,朝野两方的国会议员还是可以通过,上下议员组成的贪污事务特别委员会,来扮演他们的角色。
他也承诺,虽然法律没有作出明文规定,但是这个特别委员会将会是由朝野上下议员组成。
设检讨小组研究拒绝原因
此外,纳兹里也表示,为了杜绝“选择性提控”的问题,反贪委员会也必须向一个检讨小组负责,以解释拒绝提控某些案件的原因。
不过,他指出,这个小组是由行政机构设立的架构,而不是由法案授权成立。他也表示,目前尚无法提供进一步详情,包括小组成员。
针对一些国会议员呼吁政府给予反贪委员会官员更好的薪金和福利制度,纳兹里则表示,政府会确保他们获得比其他执法机构更好的待遇。
建议直接赋予独立检控权
此外,两名民联国会议员较后也在委员会阶段提出修改动议,确保反贪委员会能够享有独立的检控权,以及直接向国会负责。
行动党怡保东区国会议员林吉祥(左图)和公正党梳邦国会议员西华拉沙,是援引议会常规第57(2)条文,动议对个别条文进行修改。
为了赋予独立检控权,林吉祥建议修改第5(6)条文,让反贪委员会总监直接拥有刑事程序法典,赋予副检察官的权力。
至于授权总检察长拥有提控的最终决定权的第58条文,他则建议改成直接允许总监有权作出提控。西华也提出类似的建议,他认为这项条文应该直接被删除。
要求规定报告须呈上国会
针对反贪委员会所设的3个监督委员会,林吉祥也建议设立“贪污事务国会委员会”来取代“贪污事务特别委员会”。
两者最大的不同则是,前者是以国会反对党领袖为首,并由下议院根据朝野比例委任7名委员;而后者却是由国会下议院首长(即首相)委任7名上下议员成为委员。
他也建议,“贪污事务国会委员会”必须在每年首季会议,提呈报告汇报常年的运作”。
西华(左图)则建议特别委员会应该反映朝野比例,并规定反贪委员会提呈的年度报告,必须呈上国会进行辩论,和列下所有由委员会处理的案件,以及他们所采取的行动。此外,他也建议,投诉委员会的报告也必须呈上国会。
建议需解释不明来历财产
此外,林吉祥也建议增设第16A条文,规定现任或前任公职人员,如果不向法庭解释不明来历的财产,那么将构成违法。
西华也建议修改7项条文,扩展委员会的调查权力,能够在无需总检察长的批准下,直接展开搜查行动、调查银行户口、查封不动产、截查电话或邮件、扣押旅游证件等等。
不过,由于国阵议员人数占优,民联议员所提出的修改动议都被否决。
巫统署理候选人被指贿选
另一方面,公正党马樟区国会议员赛夫丁在纳兹里总结时也趁机作出指控,称一名巫统署理主席候选人公然在党选中贿选,向党员承诺在中选后愿意付给每周500令吉零用钱,并且提供免费机票和酒店住宿。但是,他并没有点名有关候选人的身份。
他甚至声称,自己已经掌握有关候选人的两位竞选代理,分别是一名前霹雳州行政议员和一名前吉打州巫青团执委,以及行贿的事件和地点。他也透露,这是一名巫统党员向揭露的事实。
不过,纳兹里并没有正面回应赛夫丁的指控,仅解释贪污案件是不会受到期限的限制,即使是10年前的案件问题,反贪委员会也有权处理。

淡江土崩报告须部长先过目

尽管雪州大臣卡立依布拉欣早前宣布,公共工程局将于明日把国际山庄土崩调查报告提呈给雪州政府,但是事情目前却急转直下,出现变化。
《当今大马》探悉,工程局已经拒绝把两周前发生的土崩报告提交给雪州政府。相反地,公共工程部长莫哈末再因则将在明天的内阁会议上,率先提呈有关报告进行讨论后,才对外宣布报告结果。
据悉,工程局已在今午把这个决定告知雪州政府,导致卡立可能无法按照原订计划,在明天向土崩灾民公布报告书的内容。
指交报告将造成许多“后果”
不过,工程局并未说明拒绝交出报告给州政府的理由,仅推搪说一旦报告的副本提交给卡立,将造成许多“后果”。据悉卡立对于工程局拒绝呈交调查报告一事,感到非常不满。
让居民知晓是否能搬回居住
卡立在12月10日的雪州行政会议过后表示,在工程局技术小组呈上调查报告之后,有关当局将会在9天内答复国际山庄居民的疑问,让他们知晓该地区是否被列为高风险的地区,以及是否可以搬回原有的家园居住。
卡立于本星期天与国际山庄居民及工程局对话时也同样透露,工程局本已答应把调查报告交给雪州政府。而州政府将根据这项地质探测报告,宣布是否批准5个重灾区的居民是否能够重新返回家园居住。这5个重灾区包括武吉再也花园、武吉美华花园、Impian Selatan公寓、旺沙第9及第11路。
排斥州政府最终令灾黎吃亏
雪州大臣办公室在今日傍晚发表文告,对于工程局拒绝把报告交给州政府表示遗憾,并表示此举令人感到混淆,让州政府难以迅速决定土崩灾黎的命运。
文告说,卡立是在星期天分别与两批居民代表举行对话,当时工程局答应将把地质技术报告和大马公共工程研究院调查报告提呈给州政府,以便让州务大臣能够宣布5个住宅区的安全状况,以及州政府应该采取的下一步行动。
文告表示,众所周知土地管理事务属于州政府的权限,应该当局在此事上排斥州政府,无疑将让土崩灾民吃亏。
“希望政府机构能够在处理这宗惨剧时更加专业。”
“无论如何,州务大臣将在接到报告后,宣布必须采取的措施,并准备尽一切必要的方法及继续监督土崩地区的情况。同时,保证州政府及所有相关机构将继续捍卫土崩灾黎的命运。”
不满报告必须先由部长过目
另一方面,掌管雪州旅游、消费人及环境事务的行政议员黄洁冰也发表文告表示,州政府原本希望在今天获得工程局报告后,在明天早上10点会见居民,以便告诉居民是否可以安全的重返家园。
她指出,州政府受到通知,有关报告必须先交由工程部长过目,唯有在部长宣布之后才可以允许州政府阅读报告。
“另外一个令人困扰的理由就是,有关报告是由中央政府所资助,因此必须先由他们过目,接着才轮到我们。”
她炮轰当局这种做法,并表示部长与州政府同样有权获得工程部报告的内容。
“我们与居民一样焦急,想要知道国际山庄的安全性,因为这将影响数以千计的居民及当地未来的发展。”
“与其在谁应该先过目的事件上争辩不休,倒不如把有关报告一起交给联邦部长与州政府。”

Govt will not privatise or sell IJN, says Abdul Latiff
KUALA TERENGGANU, Dec 20 — The government today assured the people that it will not sell nor privatise the National Heart Institute (IJN) so long as there is no alternative which provide similar service to the people, Deputy Health Minister Datuk Dr Abdul Latiff Ahmad said.

He said that while the idea to privatise the IJN was good because the government would no longer be burdened by the high costs of subsidising treatments at the institute, now was not the best time to do so.
“It is a good idea but what about those in the low-income group? Can they be assured of obtaining similar service?
“These are the things that the government needs to consider,” he told reporters after a dialogue with Terengganu Health Department staff here.
He also said that the people should not be worried as until an alternative service was available, the government would not entertain any proposal to privatise or sell IJN.

DEC 19 - Maybe it's democracy finally at work but the Cabinet's swift if not subtle rejection of Sime Darby Berhad's bid for IJN is a salutary lesson that top-down leadership is no longer vogue in Malaysia.
There was a time when a nod from the prime minister, his deputy and senior ministers would virtually assure any deal or proposal to go through as civil servants and political wannabes scramble to sycophantically serve their political masters. Case in point would be the Proton national car project, Petronas Twin Towers, Putrajaya administrative capital and the Bakun Dam project, among others.
All done despite objections and criticisms.

But such decisions are harder to push through by the day with the proposed IJN buy-out the latest in line of deals undone due to a combination of internal opposition and public outcry despite Prime Minister Datuk Seri Abdullah Badawi, his deputy Datuk Seri Najib Razak and the Economic Planning Unit endorsing the proposal.
Yet, it floundered at the Cabinet meeting today - a sign of times that those in power are not as sure footed as before. And maybe some people in various levels of the administration have found their voice and courage to object and say no.
Of course, another reason for the Sime Darby proposal meeting stiff opposition is Malaysia's mixed experience with privatisation.
The smorgasbord of public utilities and services privatised over the past two decades have seen some hits and misses that have made the people leery of putting more public institutions in private hands.
Among them are Tenaga Nasional Berhad, which now buys power at fixed prices from independent power producers, or Telekom Malaysia Berhad which still depends on the government for public projects, or Malaysia Airlines which is now a virtual airline with assets owned by another government-linked company, and the endless ribbons of privatised highways that require government compensation to keep toll charges low.
Former prime minister Tun Dr Mahathir Mohamad, who always supported and today admitted that privatisation started during his time, has joined the bandwagon against putting IJN in private hands.
"I seldom oppose privatisation but this is one instant (sic) when I feel privatisation is the wrong thing to do," Mahathir wrote in his popular www.chedet.com weblog today.
Mahathir, who underwent a heart operation in 1989 that led to the establishment of IJN, admitted his personal attachment to the medical facility has led him to oppose the Sime Darby proposal as "the IJN is really the institution that is physically closest to my heart".
"Maybe I am biased because I owe my life to IJN. But I think as a corporatised institution the IJN has done extremely well," he said, adding it should be left alone as it is.
"The Barisan Nasional government is not too popular today. Why do something that may give the opposition another issue to belabour the government."
A trenchant critic's prophetic words which the Cabinet probably considered when deciding to politely decline Sime Darby's proposal despite the big guns backing it.
And an indication that might may no longer be right with enough people saying so.

Don’t pass social responsibility to private sector, says Palanivel
KUALA LUMPUR, Dec 20 — Since medical care for serious diseases are not affordable even for the middle income group, the government should not hand over the National Heart Institute (IJN) to the private sector, said MIC Deputy President Datuk G. Palanivel.

“I had been handling welfare work related to poor in the same ministry for more than eight years and was well aware of their plight and the difficulties they faced in obtaining financial assistance when they are diagnosed with serious diseases,” he said.He said from April 2004 to January 2008, the ministry’s service centre had handled many problems and had obtained exemption for 133 cases totalling a sum of RM2,164,713.30.
“We referred the cases to the IJN Medical Welfare Officers who will perform the assessment and give exemptions on the spot. IJN officers sat as volunteers at my service centre. I am not certain whether the same level of cooperation would prevail if IJN was privatised,” he added.Palanivel said the government should have the political will and social understanding and provide cost effective health care to the necessary cross-section of the Malaysian society.

I’ve attended the Segambut MCA Installation dinner 2 nights ago. I said that 2009 could be a very tough year for Malaysia, especially on the aspect of economy and politics.

On the economy front, the U.S. financial crisis has become a global problem, affecting a lot of countries including Malaysia.
Malaysia is very dependent on trade, export of manufacture goods and primary commodities. Hence, all sectors will be affected. Bank Negara is optimistic that we can achieve 5% growth in Malaysia, which is quite commendable in view of many countries go into recession.
Next year, we predicted to achieve 3% growth. Going into 2010, it will be anybody’s guess.
It is obvious that we are unable to achieve an economic growth of 6% per year under the 9th Malaysia Plan. As rightly pointed out by Tun Dr. Mahathir Mohammed, this will definitely affect the 2020 vision.
Oil contributes about 40% of the country’s revenue. The 2009 budget is based on USD120 per barrel. Today, oil is trading at less than USD50 per barrel. Hence, our national revenue will be badly affected in 2009. However, the 2010 country’s revenue may be even worse than 2009 if the country’s primary commodity and oil remain depressed.
The economy slowdown will definitely cause reduction of new jobs (there are about 200, 000 new jobs every year). There will be increase in retrenchment and unemployment rate will go up next year.
The MCA Government Policy Monitoring Bureau has said 3 weeks ago that government should come out with mechanism to monitor any retrenchment exercise. This is a good opportunity to reduce our dependency on foreign workers.
The training scheme announced by the government should be publicized ...
How the government handles the downturn can make or breaks the government. This will be the Achilles heel to test the BN leadership, especially the Deputy Prime Minister.
People want the government to:
1) Reduce the burden and suffering of rakyat, especially the poor in view of inflation;
2) Reduce the cost of doing business
3) Help all sectors affected by economic downturn
4) Continue to strengthen the competitiveness of Malaysia economy, which is a very open system.
Malaysia is too dependent on trade and investment. Hence, it is important to continue to liberalize investment climate and ensure a friendly economy business environment. Hence, there is the need to reduce bureaucracy. This is very important in order to continue to enjoy economic growth despite the slowdown.
I talked about UMNO wakil rakyat, both Parliament and State Assemblyman who hardly visit Chinese area after the election and did not give peruntukan to them. As a result, this leads to disillusion.
Hence, they find that there is no difference, at least at the local level to vote for PAS. When Chinese vote for PAS, it is not an endorsement of PAS agenda but rather a protest vote.
Therefore, it is important that UMNO leaders at all levels must engage with non-Malays. This makes sense since the President and Deputy President become Prime Minister and Deputy Prime Minister and not just leaders for Malays and UMNO.
In the same way, MCA should not talk all about Chinese problems. It should have a more multiracial approach towards problem solving. We can be a Chinese based party but with a more multiracial outlook. Ideally, Malaysia politicians should be issue centric and not ethno-centric.

政府呈证人保护法案国会一读
可发新身份证协助建立新生活

首相阿都拉的改革法案连番出炉!政府今早再度在国会提呈另外一项新法案——2008年证人保护法案,以为生命受威胁的证人提供制度化的保护。
首相署部长纳兹里今早是在国会下议院,提呈证人保护法案寻求一读。在这项法案之下,政府将会设立证人保护计划(Program Perlindungan Saksi),有权提供新的身份证及工作,以协助证人建立新生活。
总检长定夺是否提供保护
这项计划将会由部长委任一名来自公共领域的总监负责,他有权向总检察长推荐某个证人,列入证人保护计划之内,以及为有关证人提供或安排任何必要的保护。
至于总检察长将会负责决定是否接纳有关推荐,不满者也可以在14天内进一步向部长提出书面上诉。法案也规定有关提出申请的人士,在上诉期间能够继续获得保护。

有权寻求保护的证人包括,那些同意在刑事案件审讯作证的人士、或是提供证据或情报的人士,以及他们的亲友。

依据八因素考量是否推荐
第8条文也规定提出申请的证人,必须呈报完整和正确的背景资料与个人状况,包括犯案纪录、欠债、法律责任、国籍、健康状况等资料。总监也可要求有关证人进行医疗、心理和精神科检验。
如果被发现提供虚假资料或有任何隐瞒,有关证人一旦罪成将会面对最高一万令吉的罚款,或五年监禁的惩罚。
而总监将考量以下因素,以决定是否推荐某个证人纳入保护计划之内:
(一)证人是否拥有犯案纪录,特别是暴力案件,以及有关记录是否显示证人列入保护会对公众构成威胁;
(二)医疗、心理和精神科检验结果;
(三)与证人供词或证据有关的案件的严重程度;
(四)证人供词或证据的性质和重要程度;
(五)是否有其他方式保护证人;
(六)证人所面对的威胁;
(七)证人与获得保护的其他证人的关系;
(八)其他总监认为重要的因素。
有权发新身份证提供工作
第13条文则规定,总监有权采取任何适合与合理的行动,来保障证人保护计划参与者的安全和生活。这些行动包括:
(一)提供住宿给参与者;
(二)重新安置参与者;
(三)申请任何文件来协助参与者建立新的身份;
(四)如果参与者在加入计划前拥有工作,总监可以提供与他收入相符的款项,以及参与者有权享受的加薪;
(五)如果参与者在加入计划前没有工作,总监可以提供合理的生活费给参与者和家属,以及其他适当的财务援助;
(六)提供重新安置的费用;
(七)协助参与者获得工作和教育;
(八)提供其他援助让参与者自立;
(九)提供其他总监认为必要的援助;

第6条文规定,在总监的要求下,任何人都有责任提供任何证词、记录、文件或任何援助,来协助总监完成任务。否则,他们可面临最高6个月的监禁,或3千令吉的罚款。
不过,法案也明文规定,总监不可将并非来自沙巴或砂拉越的参与者,重新安置到有关州属。
供虚假讯息可被撤销保护
此外,在特定情况下,总监也有权力向总检察长推荐,中止继续提供保护给参与者。这些情况包括:
(一)参与者刻意提供虚假或误导性的资料;
(二)总监认为参与者的行径可能影响证人保护计划的公信力;
(三)情况显示证人不再需要受到保护;
(四)总监拥有合理理由认为证人无需继续受到保护。
总检察长首先会给予参与者辩护的机会,然后再决定是否撤销保护。不满者同样有权在14天内,向部长提出书面上诉。
参与者名册记录相关资料
此外,部长也会委任一名证人保护注册官(Registrar of Witness Protection),来处理参与者名册(Register of Participants)。
有关名册将记录参与者的原有身份,以及新身份的相关资料。注册官也会储存新旧身份的出生纸、身份证、结婚证明书,以及其他相关文件。

至于证人保护计划参与者或前参与者,他们同样被禁止透露自己的身份,以及任何有关计划的资料。否则一旦罪成,可面临最高10年监禁的惩罚。
此外,证人保护计划总监和其官员也没有责任向法庭、仲裁庭或委员会提供或透露,他们在职务范围获取的资料或文件。
不过,如果法官或推事需要获知有关证人的地点和情况来作出裁决,那么有关官员必须是在法官办公室内透露有关资讯,而且不得有第三者在场。
法案也规定,除非是基于公正原则,任何法庭审讯、仲裁庭或委员会听证会,如果涉及受到保护证人,都必须以闭门方式进行,以及作出指令确保证人的身份不会曝光。违反指令者将面临最高10年监禁,或5万令吉罚款的惩罚。
所做决定不可被司法检讨
另一方面,第23条文也规定,部长、总检察长和总监所作出的任何决定,都不可带上法庭进行司法检讨。
第24条文也为官员提供保护,只要他们的行动是在善意、拥有合理理由,以及旨在执行法令的情况下进行,他们就可以免予受到提控或起诉。
此外,根据第28条文,这项法案不会削弱警方在警察法令下,为证人提供保护和援助的权力。
第29条文也规定,总监必须最迟在每年3月31日提呈年度报告给部长,以汇报有关计划的运作。此外,他们也可以在必要时提呈特别报告。

Anwar sniffing victory in Taib’s backyard
DEC 20 — The winds of change are blowing in Sarawak. They are fanning the fire of Dayak nationalism and fuelling increasing Chinese dissatisfaction for the Barisan Nasional government over the state's lethargic economic situation.
Even among the ruling Malay Melanau community, there is growing unhappiness over the reluctance of its leader Tan Sri Abdul Taib Mahmud to step down as chief minister after 27 years.
For the Dayaks, the animosity towards the old stalwart is even stronger. As a young Kayan waitress I met in a Kuala Lumpur restaurant recently remarked to me: "I don't like Taib Mahmud."

She added: "I have to leave my family in Kuching to find work in Kuala Lumpur because there are no jobs available there."
Therefore, it’s not surprising that Parti Keadilan Rakyat adviser Datuk Seri Anwar Ibrahim has set his party's sights on capturing Sarawak at the next state elections due in 2011.
The once impossible ambition of the state's warring opposition parties to defeat the Barisan Nasional may actually come true with Anwar and PKR.
They are hoping to ride the coat tails of Pakatan Rakyat's success in the March 2008 general election and finally remove Taib and consequently Barisan Nasional from power.
PKR is expected to continue attacking the record of Taib’s rule especially his family's dominant business interests in the state. It is also expected to manipulate the negative sentiments of the larger Dayak community to remove Pesaka Bumiputera Bersatu (PBB), which is seen to be the vehicle of the smaller sized Malay Melanau community, from power.
The election is expected be decided on the issues of the day — considering the similar multi-cultural, multi-religious and multi-ethnic composition of both competing main parties, the ruling PBB and the opposition PKR.
Among the issues expected to be aired in the election are denial of land titles to the Dayaks who occupy hundreds of thousands of acres of tribal land settlements in rural Sarawak. The Dayaks have claimed ownership of the land for decades but were denied by the State Constitution after the formation of Malaysia in 1965.
Anwar's PKR is promising to award them the land titles if it wins the upcoming elections.
PKR's junior partner in Pakatan Rakyat, the DAP, is expected to whip up racial sentiments and focus the hatred of the city-dwelling Chinese against Taib over the issue of extending their property leases which are due soon.
The Sarawak Chinese have for a long time worried about the possibility of their livelihood being threatened if their leases are not extended. However, such an event is highly unlikely in Sarawak where the Chinese have benefited from the trust given to them by the Sarawak political leadership to develop the economy of Sarawak.
The DAP is promising them freehold land titles as a reward for putting them in power. It would be interesting to see how the newly formed Malaysian Anti-Corruption Commission would perceive these political inducements.
Sarawak is also fertile ground for Pakatan Rakyat to test its much hyped Bangsa Malaysia values.
Sarawak is truly multi-ethnic in nature. The politically dominant Malay Melanaus comprise 20 per cent, the commercially powerful Chinese comprise 30 per cent and the rest is made up of 26 non-Muslim indigenous communities collectively referred to as Dayaks.
The ethnic barriers are broken down further by the high percentage of mixed marriages registered estimated at 30 per cent of all mixed marriages in Malaysia annually.
And there are signs that PKR is fast gaining ground. At a recent party fund-raising dinner in Miri, about 3,000 people, mostly from the Dayak community, attended and raised an estimated RM300,000 for the state PKR war chest to fight in the state elections.
The Sarawak state assembly currently has a total of 71 seats. Taib's PBB holds 35 seats, the Sarawak United Progressive Party (SUPP) 11 seats, the Sarawak Progressive Development Party (SPDP) eight and Parti Rakyat Sarawak (PRS) eight, for a total of 62 seats.
According to reliable sources, the BN could lose up to 30 seats in the next state elections, which would mean that Pakatan Rakyat just needs to capture six extra seats to win power, if the elections were held today.
Anwar is hoping that by capturing the state government, it would force Sarawak BN Members of Parliament to jump ship to Pakatan Rakyat and help him capture power at the federal level.
He would then avoid facing a rejuvenated Umno under the heir apparent prime minister, Datuk Seri Najib Razak, at the next general election.
BN must work hard to stop Anwar and PKR from winning too many seats in the Sarawak state elections to prevent the erosion of grassroots support which will eventually lead to major losses in parliamentary seats in BN's once impenetrable backyard.
A week is a long time in politics, many people say. But time is not on the side of ailing long-time strongman Taib.
He is exactly in the same position where Tun Dr Mahathir Mohamd was in 2003. He needs to engineer a more sincere and smooth transition of power to a politically acceptable successor. That is his biggest problem.
The next Sarawak state elections will hinge on his statesmanship. Failure to do so may launch Pakatan Rakyat into power in Putrajaya.

霹行动党必谨记
“创业难,守业更难”

散人拜308的政治大海啸所赐,于垂暮之年尚有幸得以见证霹雳州改朝换代。眼看着以华裔为主的民主行动党经历近半世纪的艰苦奋斗,终于成功执掌霹雳州政权。身为霹雳州的华裔子民,散人实感老怀堪慰不已。
霹州行动党于民联政府内,拥有超过半数的18名州议员。虽然由于缺乏巫裔州议员,州务大臣一职无奈拱手让出给回教党,然而行动党在霹州政府仍然掌握实权,此乃不争之事实。民联政府于大选后由三党仓促组成,合作的根基本浅,理念也不尽相同。行动党能够掌握实权,只因众党领袖枪口一致对外,充分表现出团结的精神。虽然友党对于州政府内的权力虎视眈眈,倒还不至于敢明目张胆的强取豪夺。俗语说得好,“创业难,守业更难”。散人希望行动党诸位官爷领袖莫被名利冲昏了脑袋,而忘却前辈先贤创党的艰辛。最后演变至内斗连连,以致辛苦建立的江山最终拱手让人。
散人多年来非常关注行动党的状况与发展,所以对行动党过去所经历的艰辛岁月,倒也略知一二。但如欲细述行动党过去所面对过的种种风浪,简直罄竹难书。还记得在90年代初期,霹州行动党面对严重的经济危机。当年的州联委会连为党代表大会准备午餐也得大费思量,最后只能给代表及观察员发放每人两元马币的午饭钱。
所谓“屋漏偏逢连夜雨,行船又遇挡头凤”。行动党在这捉襟见肘的当儿,于1995年全国大选更是兵败如山倒,全霹州只输剩实兆远一个州议席。此打击有如雪上加霜,让本已奄奄一息的霹州行动党一筹莫展。当年霹州行动党领导层凭着过人的毅力与信念,最终安然无恙的度过难关,也为今天的领袖保存了成为执政党的根基。
往日的艰辛尚历历在目,眼下霹州行动党又即将面对大选后的第一次党选。散人实在不忍看到雄心勃勃的领袖操之过急,为了争权夺利而把行动党的生死存亡置之不顾。
行动党为首的民联政府执政后广施仁政,赢得了全国上下亮丽的口碑。现任行动党的领导班子也的确能够与州务大臣真诚的合作,进而钳制友党不敢作出非分之想。假如党选后的行动党领导层变得肢离破碎,友党必定乘虚而入,蚕食行动党于政府中的领航地位。其时各造的权力斗争必定引发烽火四起。如此一来,民联政府寿终正寝之期,则指日可待矣。散人最后奉劝行动党诸公及代表应该慎而为之,莫陷行动党于万劫不复之境。

PENANG, Dec 20 – Parti Keadilan Rakyat (PKR) has no plans to replace Mohamad Fairus Khairuddin as the state Deputy Chief Minister of Penang, said party de facto leader Datuk Seri Anwar Ibrahim.
He said PKR had no plans to appoint anybody else in the Pakatan-led Government as alleged by some blog reports.
Anwar was responding to alleged blog reports that claimed a delegation comprising several former staff of Fairus' office had met and urged Anwar to sack Fairus and replace him with someone more competent.
“Anyone can voice their views and opinions but as far as I am concerned, there is not going to be any change in the Pakatan-led government,” he told reporters after attending a local futsal tournament in Seberang Jaya, here today.
It is learnt that the state PKR would hold a meeting tonight and the Fairus issue is expected to be among topics discussed.
The blog reports, believed to be tacitly supported by several state PKR leaders, had allegedly attacked Fairus continuously with various allegations of non-performance since he assumed office after the political tsunami on March 8 saw the opposition wrest control of Penang from BN.
Meanwhile, on the cabinet's decision to postpone the sale of the National Heart Institute (IJN) to Sime Darby, Anwar said it was a “heartless political gimmick” by the Barisan Nasional ahead of the Kuala Terengganu by-election next month.
He said the Umno-led Federal government would go ahead with the privatisation plan after the crucial by-election in the east-coast state on Jan 17.
“The postponement is a mere political ploy to avert a voter backlash in Kuala Terengganu,” he said.

KUALA LUMPUR, Dec 19 - Tun Dr Mahathir Mohamad today admitted that he has no concrete evidence on money politics in Umno despite previously claiming corruption flourished under his successor Datuk Seri Abdullah Badawi.

"I have to study first, as a lot of information is hearsay, they are not willing to give their names," said the former Umno President.
"We want brave people. They complain but are afraid to come forward, so I have to look carefully into it," said Dr Mahathir when asked when he would reveal the names of Umno leaders involved in money politics.
Apart from threatening to reveal names, Dr Mahathir had also in the past suggested the use of the Internal Security Act against party members involved in vote buying.
He had also claimed that vote-buying was so rampant in Umno that the party was doomed to lose in the next elections.
When asked whether having an independent body to monitor the Umno election would help, he said that the formation of another body would not solve the problem.
"Even if more bodies are formed, but the witnesses refuse to give information to corroborate evidence, they will be useless. To get evidence that is beyond reasonable doubt is very difficult," said Mahathir.
On the action by certain Umno members who gave information on vote buying practice to opposition leaders, Mahathir said they were probably angry with the leadership.
Recently PKR lawmaker Saifuddin Nasution revealed in Parliament that he has evidence to prove candidates for the Umno deputy presidential race are involved in money politics.

内阁搁置国家心脏中心私营化
李伟杰称马华部长及同僚功劳

马华中央党部发言人李伟杰表示,经过马华部长们及若干同僚的共同努力之下,内阁终于俯顺民意,作出搁置国家心脏中心被森那美集团收购的决定,马华对此感到欣慰。
他说,马华公会对私营化公司的立场是,任何企业,尤其是国家关联公司(GLC),都必须肩负和推广企业社会责任(Corporate Social Responsibility,CSR),以维护广大人民的福利和利益,而不是以盈利为终极目的。
因此,无论国家心脏中心最终私营化与否,其成立宗旨都不应改变,即照顾病人与社会大众的健康和利益。
“马华认为,政府应在全国各地增加医疗拨款,增建更多类似的心脏中心,并培养更多的心脏科医师。既然国家心脏中心最近的营运都有盈余,这些盈利都应该拿来回馈社会以造福更多的穷苦人士。”
指森那美“坐享其成”之嫌
他继称,马华强调,森那美集团要收购国家心脏中心的单方面做法有“坐享其成”之嫌。
他说,众所周知,国家心脏中心是世界知名的医疗中心,拥有世界级的软硬体设备,如此杰出的成就是中心里的医疗团队默默耕耘打拼起来的。但是,森那美集团的做法,难免会被人非议为“瘦田没人耕,耕开有人争”。
“森那美集团应效法国外的大企业重新设立新的医疗中心的做法,如台湾王永庆的台塑集团创立的长庚医院享誉台海两岸,使该企业回馈社会的公益形象深入民心。”
“森那美集团与其收购国营和国家企业、扩大本地投资领域,不如自食其力和放眼世界,不要只有满足于当“甘榜冠军”的狭隘视野,只以收购现成的国家心脏中心为荣。”
促政府慎重处理私营化计划
他表示,马华强调推动企业社会责任是全球大势所趋,鉴于全球化的脆弱性和国际间越拉越大的差距,以及财富的分配不公和不平等,特别是某些企业不合理的发展对世界安全和生态环境带来巨大威胁,联合国已向国际商界领袖提出了挑战,那就是呼吁企业约束自己自私的牟利行为,并担负起更多的社会责任。
“马华认为,在金融海啸和经济不景气即将冲击马来西亚的时刻,政府应该慎重处理私营化计划,拟定一套完善、透明的方案,以免以往一些引人诟病、问题多多的私营化计划再度发生。”
“马华也促请其它经营私营化计划的企业,能加强推广企业社会责任,在协助国家减少财政负担之余,也不会加重人民的支出和开销。

国家心脏中心私营化急转弯
内阁今日议决暂时搁置计划

森那美收购国家心脏中心的消息传出后引起沸沸扬扬,事情今日突然出现180度急转弯,内阁今日议决,暂时搁置这项私营化计划。
马华总会长兼交通部长翁诗杰今午在其部门举行新闻发布会,做出这项宣布。
翁诗杰:不能加重病黎负担
他指出,内阁在12月5日的会议上,曾经讨论是否要私营化,当时马华坚持立场,不能够给病黎沉重负担。
“马华部长在2周前的内阁会议上,已表示要认真和严正地看待,私营化为病黎所带来的沉重负担。”
至于国家心脏中心私营化计划暂搁至何时,翁诗杰表示,这将待副首相纳吉做出进一步宣布。
纳吉今午开新闻发布会宣布
也是财政部长的纳吉,已经在今日傍晚5点半於其部门举行新闻发布会,正式作出宣布。
纳吉昨日表示,政府原则上不反对官联公司森那美,收购和控制国家心脏中心。
不过,马华署理总会长蔡细历却昨日下午召开记者会,促请政府不要私营化国家心脏中心,因为此事或多或少将影响到国阵政府在人民心目中的形象。
并非越俎代庖插手其他部门
翁诗杰今日强调,本身此次召开记者会,宣布国家心脏中心的事宜,是以马华总会长身份发言,而非越俎代庖,管理其他部门的公务。
他意有所指地说:“马华其实早在5日已提出此事,不是在今天才有人说如此这般,这是与事实不符的。”
“这叫做马华部长把关,什么叫做把关?就是你当机立断,有没有基于纾解民困的原则。”
指“党内一些人”混淆视听
他表示,本身不希望“党内一些人”混淆视听,因为这没有必要。
询及蔡细历昨日的言论,是否反映马华领袖在此事沟通失调时,翁诗杰加以否认,并强调做好本分的重要性。
“我们说过部长本身,必须要先办好自己份内的责任。所谓做好本分,并不是采取一种捡现成的心理,那不是我们的文化。”
至于为何在5日的内阁会议后,马华没在此事表明立场,翁诗杰解释,那是因为他在之后就出国公干,马华并没就此事召开任何的中委会和会长理事会。
医生联署声明不当代罪羔羊
纳吉在昨日宣布,政府原则上不反对官联公司森那美收购国家心脏中心,引起激烈反弹。反对党纷纷炮轰政府允许国家心脏中心私营化,将加重病黎的负担。
就连在国家心脏中心服务的医生今日也发表一份联署声明,不想在私营化计划中变成“代罪羔羊”。
33名国家心脏中心的医药人员在声明中表示满意现状,并认为私营化并不能够解决他们要求更优渥薪金的要求。
他们强调,这项私营化计划不应该被视为是,解决他们要求起薪的做法。
他们强调,医药人员完全没有涉及在这宗私营化计划的谈判。

政府不反对国家心脏中心被收购
林冠英担心私营化之后变“无情”

副首相兼财政部长纳吉(左图)今早透露,政府原则上不反对官联公司森那美,收购和控制国家心脏中心。
不过,他强调,国家心脏中心最重要任务,就是扶助穷人获得适当治疗。
他说,政府目前在探讨在森那美展开收购后,国家心脏中心是否依然履行这项社会责任。
“虽然政府原则上不会反对这项献议,但是我们仍与卫生部展开讨论,以做出最后的决定。”
“我正在探讨社会的责任。森那美必须给予强有力的承诺,确保弱势群体的利益不会受到忽略。
纳吉是在主持爱滋病内阁委员会会议后,在新闻发布会上如此表示。
获更多资源,改善医生福利
他也表示,如果这项交易成功完成,那么国家心脏中心将会获得更多资源,而且心脏专科医生的福利也会大大改善,解决医生外流的问题。
他也指出,据了解,至今为止没有其他公司有意收购国家心脏中心。
依据私人企业营运方式即可
林冠英则在国会走廊举行的新闻发布会上大力反对这项献议,他担心国家心脏中心在私营化后只会重视盈利而变得“无情”。
“如果要提供更好的服务,政府机构可以依据私人企业的方式来营运,采纳外界最好的营运方式。但是,一旦私营化后,他们会变得很商业化,以及无情。”
他表示,政府可以考虑为国家心脏中心引进私人界伙伴,来改善营运表现,但是他们必须确保政府拥有控制权。

首相辟谣否认拒绝退位传言
警告2009年并非“安逸年”

虽然阿都拉已宣布会在明年3月巫统党选后交棒给副手纳吉,但是指他不会如期辞去首相职的传言始终没有平息。阿都拉今午再度开腔,驳斥这只是“谣言”。
此外,阿都拉在国会大厦召开新闻发布会时也表示,他目前不会重组内阁,不过他尚不知道未来是不是会这么做。
“我一直来都是谣言对象”
前首相马哈迪是在本月初突然在部落格揭露说,坊间传闻阿都拉恋栈首相的宝座,因此就算纳吉出任巫统主席,但也不一定当得成首相。
他更分析说,虽然通常只要国阵继续成功执政,巫统主席将自动成为我国首相;但这只是一种惯例,只要获得大部分下议院议员信任,其他不是巫统主席的领袖也能够出任首相。
受询及不会如期在明年3月退位的传言,阿都拉首先反问记者这是来自哪里的传言。当记者回答是《马来西亚内幕者》,他则笑称“哦!马来西亚内幕者......他们是怎样知道呢?”
不过,阿都拉随后正色驳斥说,“谣言就是谣言,我从以前到现在就是谣言的对象,有各种各样的传言”。
针对是否会改革内阁的问题,他则表示,“我还不知道会不会这么做,但是目前是没有”。
优先处理粮食治安问题
针对我国经济可能会在明年陷入衰退,阿拉丁却表示,我国经济今年依然能够成长超过5%,但是他也警告说2009年并非是“安逸的一年”。
他解释,在内需成长8%的情况下,我国第3季经济成长4.7%,因此就算最后一季只是成长2%或2.5%,我国成长今年依然会超过5%。
但是,他随后话锋一转指出,“这不意味着2009年会是我们安逸的一年,我们必须加强有潜力成长的领域,包括旅游、银行、农业”。
阿都拉也指出,两项最重要问题则是粮食与治安问题,政府必须确保人民拥有足够的粮食,以及人民生活不会陷入恐惧。
“在这个困难的情况,我要求粮食是足够的,不能买新衣不重要,不能买新车不重要,不能换新沙发不重要,但我们必须为人民准备足够的粮食。”
“我们也必须确保人民能够免于威胁他们安全的恐惧,我们要人民觉得安全,以及没有任何东西能够威胁他们。”
明年2月呈警察监督法案
在下议院通过大马反贪污委员会法案和司法委员会法案后,阿都拉也表示,政府将在明年2月国会会议提呈有关警察监督的法案。
不过,阿都拉并没有清楚表明,这项法案所设立的机构会是具有实权的独立警察投诉与行为不检委员会(IPCMC,简称独委会),还是“渗水”后的特别投诉委员会(SCC,简称投委会)。
“这项法案会的确是和当初建议的独委会有关,但是有一些建议是要求这项法案最好能涵盖警方和其他执法机关。”
首相也驳斥民联议员对这两项改革法案违宪的质疑,以及其改革承诺无法持续下去的声音。
“害怕的人,还是会感到害怕;不怀好意的人,还是会不怀好意;斜眼看东西的人,还是会斜着眼睛。我相信大多数人民还是会了解和支持政府的用意。”
为国家心脏中心私营化护航
针对森那美欲收购国家心脏中心的消息,虽然阿都拉安抚说,他会慎重考虑各项因素才作出决定,以及最重要确保所有人民能够享有优越的医药服务,但是他在言谈之间似乎也为这项交易护航。
首相指出,一些人之所以会反对这项交易,是因为认为国家心脏中心变成私人医院后,就会征收高昂的医疗收费,导致低收入者无法享受医药服务。
“但是,如果接管的人能够给予保证,那么我们对于这项交易就不会持有那么坚持反对的看法。这其实是视乎许多条件。”
阿都拉也辩称,如果要提升医院的服务,就必须投入最好的器材和人才,但这必须花费许多开销。
“如果私人界能够和政府紧密合作是最好,况且森那美也是一家官联公司。”
询及政府是否已经不能继续承担国家心脏中心的花费,阿都拉则驳斥说,这不是政府能不能承担的问题,而是分配资源的问题。
“如果有人能够协助(扩展医院),这有什么错呢?如果政府有(更多资源),也可以去其他地方建立医院,比如在吉隆坡之外。”
不知南北大道明年会否起价
此外,阿都拉也表示对南北大道,是否会在明年初调高过路费不知情。
询及还有两个星期就进入2009年,今年没有调整过路费的南北大道是否会明年怎么做时,他说,“我不知道,我尚没有听闻任何消息”。
