马华署理总会长蔡细历今日对新闻部长阿末沙比里与房屋地方政府部长黄家泉左右开弓,炮轰两人把国际山庄的土崩惨剧归咎于购屋者及天灾,却没有任何违规的发展商受对付。
也是马华政府政策监督局主任的蔡细历,今早在马华中央党部举行新闻发布会,以不点名的方式批评阿末沙比里所发表的“购屋者也需对土崩时间负责”的言论。
“这是不正确的,购物者好像你和我都不是专家,如果政府已经批准证明房屋安全入住,我们当然当作是没事。但是我们也希望购屋者比较谨慎小心,尤其是山坡的发展。”
阿末沙比里日前声称,每次发生灾难都不应该怪罪于政府,在这次的土崩事件,政府、发展商与购屋者都有责任。
出席今日新闻发布会的还包括其他政府政策监督局成员,即中委卢诚国、安邦区会主席刘锦明、瓜拉冷岳区会主席余金福和汤木。
土崩惨剧乃人为因素造成
至于黄家泉昨日声称国际山庄土崩事件没有出现任何人为疏忽,唯不排除是近日的天气因素所造成,蔡细历受询时并不认同有关说法。
“马来西亚很多人喜欢说是天灾或者天意。我认为这是不大对的......任何土崩是否可能是构造、建筑或维修所造成的问题。这些恐怕都是人为,大雨只是加剧人为制造的问题出现。”
“构造的问题可能会在20年后才出现的。”
不停上演“互相指责”闹剧
他坦言,我国几乎年年都发生土崩惨剧,但是却没有任何方面受到责罚,相关单位甚至还不停上演“相互责怪”的闹剧。
“往往土崩发生后,没有人负责任,有些人怪政府,有些人怪州政府,有一些怪地方政府。怪来怪去,每一次过后都是同样在演戏。”
“这些发展是需要通过很多专家证明安全没事才可以住,是否这些专家,从政府到私人界都必须负起一部分的责任?”
蔡细历指出,出事的淡江一带在过去15年来一共发生了13宗大型土崩惨剧,其中5宗涉及国际山庄。
为何至今没发展商被控告?
他批评,至今没有任何国际山庄的发展商因为违规,而遭到当局起诉上法庭。
他讽刺说,“换句话说,所有发展商都是非常好的,都是A等的”。
“每次发生土崩后谁来负责?没有任何人负责。”
蔡细历表示,事实上环境局已经制定了一套详细的山坡发展计划指南,其中清楚列明斜度超过35度的山坡不允许进行任何发展计划。
不过,他说,却有一些脑筋转得快的发展商砍平山坡土地,以便斜度只剩下15度,这样就能够进行发展计划。
地方议会缺专家监督工程
此外,蔡细历也表示,有关当局在批准山坡发展计划时,缺乏监督工作,往往导致土崩惨剧的发生。
他继称,由于负责批准发展计划的地方议会缺乏专才,导致地方议会被迫依赖其他部门;结果,在发展计划获得批准后,没有对工程进行监督,也没有在完工后进行维修工作。
他说,这次的土崩事实上给予政府一个机会,展现出政治意愿详细探讨及解决土崩问题,包括土崩究竟是因为构造、建筑还是维修问题所造成的。
目前不适讨论上议员人选
另一方面,针对马华中委李成材昨日病逝所留下的上议员空缺应由谁填补时,蔡细历不愿作出回应,并批评有关马来文报章记者不应在死者仍未入土为安,就提出这种问题。
“我们都是凡人,人家都还未入土为安,我们就来讨论这种事情。你们比我们更紧张。人家会说你们没有良心,他的家族看了会很生气的。”
“这就好像你还没被裁员,他们就在讨论由谁来取代你了。这是一样的。我知道你们也是在做工,但是也有一些东西不该问的。”

Sabah freezes housing projects on hillslopes

Sabah is freezing all applications for housing development on risk-prone hill slopes with immediate effect.
State Local Government and Housing Minister Datuk Hajiji Mohd Noor said today ongoing projects and existing housing estates would also be examined for landslide risk.
Reacting to the Bukit Antarabangsa tragedy and the call by Deputy Prime Minister Datuk Seri Najib Razak to states to review hillside projects, Hajiji said the move was aimed at avoiding future tragedy.
“My ministry will also inspect all ongoing projects on hill slopes statewide.
“The inspection exercise will include existing housing estates and villages on hillslopes to assess landslide risks so that preventive measures can be taken,” he said.

发展商一度恫言起诉索偿三亿

雪州淡江地区再度爆发严重土崩案,国际山庄14栋洋房在上周六凌晨被土石掩埋,而4人更因此丧命。正副首相纷纷宣布禁止高风险山坡开发,并要求州政府配合。
唯专责掌管旅游、消费人事务和环境的雪州行政议员黄洁冰(右图左)却道出民联雪州政府过去在执行相关禁令所遭遇的种种困难和阻力。雪州政府被标签为“反商”、“反发展”,甚至有发展商恫言要起诉求偿3亿令吉,以维护自己所谓“权利”。
她对中央政府的山坡开发禁令感到欣慰,因为它形同给予雪州政府道德和政策上的支持。她也提醒中央政府必须坚持到底,切莫只有三分度热度。
雪州是唯一遵从中央规定者
黄洁冰昨天在自己的部落格指出,民联雪州政府上台后,其中一项最初政策就是否决所有第3和第4级山坡区的房屋发展申请。当时,雪州行政议会在2008年4月2日会议上做出是项决定,其主要用意在于维护关键的环境区,以及防范土崩事件的重演。
她宣称,民联执掌的雪兰莪是全国首个,也是唯一,遵从联邦乡镇规划部门所发出的《1997年总规划指南》的州属。这本指南禁止在在斜度25度或以上的山坡地区进行房屋开发。
曾遭扣上反商业反发展罪名
黄洁冰无奈地指出,在严格执行这样的规范时,雪州政府遭遇发展商的强力反弹。
“发展商以为这是迟来的愚人节笑话。自从落实禁令后,他们使用了一切的手段,包括媒体、部落格、游说州议员和国会议员等的方式,企图让我们改变主意。我们被标签和丑化为‘反商’和‘反发展’。我甚至遇过民联国会议员来要求我们给第3级山坡破例。”
她接着更揭露,由于她坚持严格执法,一些人对她尤其反感,更直指她“跋扈专横”。
“在一次行政议员与发展商、非政府组织和居民的公开会面上,一名主要发展商质疑州政府禁止山坡发展的权利。我回答说,‘因为我们可以……’,当我重复这样的答案,同时几乎要向他们挥舞《1997年总规划指南》,他们显然全都不太高兴。”
发展商恫求偿3亿令吉损失
黄洁冰指出,雪州政府每隔不久便要重复它的坚持,而且一些行政议员最近更透露,发展商恫言要起诉雪州政府,要求赔偿3亿3000万令吉,作为他们可能的利润损失的补偿。
“这些游说团体的收入和资产让州政府相形见绌。想象他们能够施加的压力。”
吁发展商停止向州政府施压
这位公正党武吉兰樟州议员哀痛地指出,国际山庄的惨剧彰显民联雪州政府当初的决策是正确的,惟这样的证明,代价太过惨重了。
她要求发展商停止游说和施压,以便州政府可以改弦易辙,相反地,“他们应该彻底检视他们手上现有山坡发展计划的技术问题。”
重新检视前朝政府批准计划
黄洁冰也宣布,雪州政府将立即重新查核所有已获得前朝政府批准的山坡发展计划,无论是部分完成或仍未启动者。
“那些在2008年3月8日之前获得批准,但仍未开始的建设,应该被禁止继续,尤其那些在国际山庄和淡江山脉,包括西郊花园(Taman Hijau)和武吉美拉华蒂(Bukit Melawati)。”
她也向发展商和地主发出警告,必须保护和加强他们所拥有的山坡地,否则雪州政府将会把他们列入黑名单。

National Slope Master Plan ready next year

Those occupying buildings in slope development areas will be asked to vacate their premises if they are found to be on the list of risky slopes under the National Slope Master Plan expected to be ready early next year.
Under the master plan, ongoing development projects will be asked to stop if they are found to be in high-risk slope areas.
Deputy Minister of Housing and Local Government, Datuk Robert Lau Hoi Chew, said development on Class 3 and Class 4 slopes is categorised as high-risk.The master plan, to be drawn by the Public Works Department (PWD), will provide guidelines on construction and development on slopes and his ministry will use it to monitor projects, Lau said at the scene of the Bukit Antarabangsa landslide today.
On the call by Prime Minister Datuk Seri Abdullah Badawi that housing projects on hill sides and on high-risk slopes be halted, he said it should be supported.“If construction is going on, investigation should be done carefully,” he said.
On the allegation of a Bukit Antarabangsa resident who said that the Ampang Jaya Municipal Council (MPAJ) did not investigate the causes of fallen trees a few months ago, Lau said there may be “negligence” on the part of MPAJ in the matter.“If MPAJ received the information and did not investigate and take appropriate action, that is not right,” he said. — Bernama

槟州设立独立土质小组抗土崩
训令山坡发展商严守7项准绳

随着雪州淡江地区再度爆发严重土崩案,拥有不少山区发展计划的槟州今日也正式成立一个独立土质小组(Geotechnical Panel),并委任数名地质专家协助地方政府加紧对山坡发展计划的监督。
另外,槟州首席部长林冠英(左图左三)也重申所有山坡发展商必须符合7项准绳,才能够继续动工。
他昨天巡视一山坡发展计划后表示,槟州政府规定各山坡发展商必须符合7项准绳,即清洗罗厘轮胎的地点、临时排水沟、过滤池、有否盖起被切割的山坡、围板及告示牌、公路及公用排水沟是否清洁。违反任何一项都将即刻接获停工令。
槟采取三步骤防止土崩
林冠英也指出,发展商此外必须每周提呈地质报告给市政局,原本是每月才提呈一次,但一切费用仍须由发展商承担。
“现今,我们也火速地采取第三项步骤,即成立独立小组来研究地质报告,以提出建议及拟定一个全面性的安全系统。槟城是个山坡区,政府必须确保本地人口的安全获得保障。”
他是今日召开记者会时,如此表示。出席者包括槟州城市及乡村规划与房屋委员会主席黄汉伟、阿都马列行政议员及槟岛市政局主任再纳拉欣等。
理大教授领导独立小组
林冠英表示,理科大学的伍国合(右图)教授将领导该独立小组,以研究各发展商咨询公司所提呈的地质技术报告,及协助政府拟定更正确的决策。
该属义务性质的独立土质小组目前共有6名成员,其中包括地质专家魏世福博士及大马工程师协会槟州分会主席林国康等。魏世福也曾是1993年淡江高峰塔委员会的其中一名委员。
质疑正副首相言论诚意
被询及正副首相纷纷宣布禁止高风险山坡开发,并要求州政府配合,林冠英似乎有所保留及质疑两者的诚意。他说,“你也晓得他们发表以上言论的背景,但你必须回到现实脉络中去看,他们若真心要这样做,早应在高峰塔事件后行动。”
他继说,民联政府不反对发展,但要确保相关计划符合永续性概念,为下一代保留山坡。
他在被询及时表示,政府了解已竣工的山坡房屋计划也存有风险,因此正进一步寻找对策,包括在发出入伙证前要求设立一项保险基金,作为未来之用途。
槟市政局欢迎专家支援
此外,再纳拉欣(左图)指出,市政局将提呈州内8项进行中的山坡计划地质技术报告给独立小组,“我们有本身的地质工程师,但或许不足够,更多专家参与重检将会更安全。”
他也认为,一般群众缺乏机会,聆听正确的意见,“我们要为民众提供更多信息,而且不限于施工中的计划。在一些地区如垄尾及直落公芭,我们也会要求独立小组过目报告”。
“若有需要,当局可要求地主采取防范措施,以免干扰本身和邻近土地的状况。”
实地检查工地避免作弊
目前担任理大AMQUEST研究所长的伍国合认为,淡江国际山庄土崩事件令人伤心,因此希望类似的悲剧不会重演或至少被降低,“幸亏,槟城仍处于安全水平,但工程师必须尝试协助减低风险。”
“我们要检查各项指南是否妥当运作,充足及有无改善的空间。除了过目土质报告,我们也必须再度前往工地巡察。很多人都在写报告,但是否真有进行侵蚀控制等工作,则有待实地观察。”
他也不忘提醒,竣工的计划若在5年至10年未有妥当的保养,则会成为战胜风险的敌人。唯有不断监督和检查,才算步上正确的轨道。
魏世福促从教训中学习
从吉隆坡赶来槟城出席记者会的魏世福(右图)也对土崩事件一再重演感到遗憾,“我们应从教训中学习,找出事发的起因根源,而不是发表空洞的言论。”
“一旦在规划、批准及执法上落实各项建议中的准绳,我们将可预防此风险的降临。”
香港山坡维护值得效仿
“香港在这方面表现极好,他们的地质和我们相似,雨量更多,但却耗资庞大及动用专家来保障一切符合安全。所以,我乐见槟州认真也看待此课题。”
据知,独立土质小组也计划协助州政府拟定一份标准作业程序(SOP),以处理类似的山坡发展计划。以伍国合为首的团队将研究现有的指南、进行中及已竣工的发展工程,以拟定该份标准作业程序。

Set up slope management to prevent landslides, says expert

KUALA LUMPUR, Dec 7 — Bukit Antarabangsa’s slope management and inventory should be established to monitor the risk of each slope in the area.
This is to ensure a stringent and continuous slope monitoring by the authorities, a geology expert suggested today.
Prof Datuk Dr Ibrahim Komoo said this could help the authorities identify areas prone to landslides and give early warning to the public which could help save lives since the area was identified as high-risk.The director of Universiti Kebangsaan Malaysia’s Institute for Environment and Development (Lestari), who has been involved in various studies carried out by the authorities after each major landslide in the area, said:
“What is needed now is that there should be slope management and slope inventory on the area as there are already enough data from previous studies on the soil conditions and geological setting of the area.“The studies are enough. The engineers have understood (the soil and geological situation of the area). Now, it’s the action,” he said today.
He was asked to comment on yesterday’s early morning landslide which killed four people and buried 14 bungalows in Taman Bukit Mewah and Taman Bukit Utama, Bukit Antarabangsa.Ibrahim said the Ampang Jaya Municipal Council (MPAJ) needed to begin “profiling and monitoring management of each slope in the area”.
“Currently, the authorities do not have the (relevant) information like where the slopes are; where the catastrophic areas are or which slopes are at risk.“Nobody can give the answers,” he lamented.
Ibrahim, one of the leading experts who conducted the study of the Bukit Antarabangsa area, following the Highland Towers tragedy which killed 48 people on Dec 11, 1993, has identified this area as a high-risk area.“Its soil condition is prone to landslides, and related geological setting and soil conditions also proved that,” he added.
Expressing disappointment with the slope management in Bukit Antarabangsa, Ibrahim said: “In Malaysia, once a company has developed a housing project and handed it over to the owner, everybody washes their hands.”“I have actually been frustrated long enough when it comes to Bukit Antarabangsa. Every time it rains, I have anticipated (that) something like this would happen,” he said.
Ibrahim was also involved in carrying out studies on a Oct 5, 2002 landslide incident which flattened a double-storey bungalow belonging to Affin Bank Bhd chairman Gen (Rtd) Tan Sri Ismail Omar, killing his wife, Puan Sri Azizah Abdul Aziz, son Hijaz, two in-laws, two grandchildren and two Indonesian maids, after tonnes of earth rolled down a slope.The former soldier’s bungalow was located about 300m from the Highland Towers.
Ibrahim said since the Highland Towers tragedy, many studies were conducted by various groups, and the finding had been submitted to the relevant agencies and parties.“My students and I have conducted studies on the slope failure which had caused the death of Gen (Rtd) Tan Sri Ismail’s family members. I did a thorough mapping on soil condition.” — Bernama

GRATEful of Petrol price Reduction ? ? ?

Lower petrol price nothing to be grateful about

I would actually laugh at the childish and lack of entrepreneurial mentality of ome who would suggest that the rakyat should appreciate the government's effort to reduce the price of fuel by a whopping 70 sen since the last price hike of 78 sen to RM2.72.
At this juncture, even my teenage son would lamented at the naive thinking of these people. The predicament the rakyat are facing now is not so much the quantum of the reduction but rather whether the current price of the petrol is reflective of the global fuel cost.
Let me use an illustration to enlighten these people’s simple mind set. Suppose a sole petty trader has indiscriminately increases the price of his goods simply because he was a monopoly for the trade.
But when more traders came into the market and created healthy competition, he reluctantly reduced his prices though they were still higher than those of the other traders.
Now, tell me, should I still buy from this trader still and thank him profoundly for his ‘kindness and generosity’ in lowering his prices for me?
In the case of petrol sale in Malaysia, unfortunately, it is a bit more complex than this and moreover, the sale of petrol is being monopolised .... The hastiness .... in increasing the price in June without careful monitoring of the global situation actually reflects its inability and careless attitude that has in turn unnecessarily burdened the rakyat.
With the last increase, the inflation rate in the country shot up to unprecedented levels as petty traders took the opportunity to increase their prices in order to maintain their profit margins at the expense of the wage earners.
The question now is what proactive efforts have the domestic trade and consumer affairs ministry seriously undertaken to ensure that we - the rakyat - are not made the further victims of these irresponsible profiteers?
The minister concerned has reiterated that the ministry cannot do much in the current situation as the traders’ prices are fixed subject to demand. This is pure ...ish.
At current global petroleum prices, the cost per litre of petrol at the pump in Malaysia is still comparatively high and should actually be lower than RM2.
Should I also mention that the government should not just compare our petrol prices per se with other developed countries such as Singapore and the UK. Other factors such as per capita income, the exchange rate and the fact that we are the net petroleum exporter must also be considered.
Having looked at all this, should the rakyat still continue to be grateful?

Opening the annual congress of the party's Youth and Women’s wings this morning, the party’s No 2 conceded a lot of people were “disappointed” when the much-talked about Sept 16 plan did not take place.

So, it did not happen on 16 September, and it is good that Syed Husin says that it will happen...but the when still remains a mystery. We may have to wait for the next General Elections...or maybe even the elections after that.
Many of us will just be happy with a change in the Federal Government - not really bothered whether there will be any real change in policies, the way things are done, etc..
First thing, they say is that we must have a change of the Federal Government...
BUT then we must not ignore that the Pakatan Rakyat have already managed to change amnd form government in 5 very important States - and the people are looking to see whether there is any real significant change or not. To date, safe for that a bit of 'free water' in Selangor and the elections of leaders at the kampung levels in Perak, there seems to be not much changes.
Local Council Elections -- that was a 'promise' made, but that has not happened.
At least in Perak, they did allow the people to chose the local village/kampung level leaders.
I say again, they can have elections to choose the kampung level, taman level, kampung baru level...leaders at the very least...even if they do not want to have the Local Council Elections yet. There can be elections to choose the Penghulu,...even Senators.
It is all possible...and not doing it is indicative that the quest of PKR (or PR) is for the seat of power...not so much to bring about real changes.
Now, they say that the ISA and Detention Without Trial Laws will be repealed, petrol prices slashed, tol done away...blah...blah..blah - BUT will it happen when the PR finally take power.
Is there really any difference in those 5 States, that the PR has taken over? Maybe, I should just say 4 - since Kelantan has already been long in the control of PAS - now Pakatan Rakyat.
There are many issues in Malaysia. How will Pakatan Rakyat handle it? - the same way as being done by the BN, or differently...We are not hearing much about this? And we cannot say that this is because the media is 'censoring' - not now...not in this time and age when we have so many alternatives...
There has also recently been some criticism about this, and the fact that there is not even a 'shadow cabinet' of the Pakatan Rakyat.
There has also not been any steps to formally register the 'Pakatan Rakyat' - the developing of a common Pakatan Rakyat symbol, etc.. Will they still be running as DAP, PAS and PKR? Are there more parties in Pakatan Rakyat now? Is PSM part of Pakatan Rakyat?
Pakatan Rakyat rules 5 States - and is on the verge of taking over the Federal Government, and as such there must more than just 'campaigning' and 'slogans' ...and trying to get MPs to jump over.

During the 1990s, Malaysian Deputy Prime Minister Anwar Ibrahim and a group of U.S. Senators organized a forum to exchange views among East Asians and Americans. Asked at one session about the role of Islam in politics, Anwar replied, "I have no use for governments which call themselves Islamic and then deny basic rights to half their population."
This devout Muslim leader was an impressive and eloquent advocate of tolerance, democracy and human rights. So we were shocked by his arrest and trial in 1998 on charges of corruption and sodomy. I felt his real "crime" had been to challenge Prime Minister Mahathir Mohamad, whose impressive record will be forever stained by his treatment of Anwar. I joined Senator Sam Nunn and others to speak out in Anwar's defense.
When he was finally released from prison in 2004, U.S. policy on Iraq was unpopular in Malaysia, and Anwar was harshly critical. It would have been easy for him to disown our friendship, but he is not that kind of person. He kept the channels of dialogue open, even while making clear our disagreements.
Anwar, 60, is back in the center of Malaysian politics. The coalition led by his wife Wan Azizah has become the main opposition bloc. His future role can be determined only by Malaysians. One can hope that they will embrace his brand of tolerance, valuing dialogue across political differences, and that this courageous leader will continue to play a leading role on the world stage.

“Are they worthy?” asked ‘The 2008 TIME 100 Finalists’ report. Anwar Ibrahim was placed at number 9 in the list of 100 and the question is most apt for Anwar even if it may not be for the rest of the 99.
It is easy to brush off Paul Wolfowitz’s glowing ‘obituary’ of Anwar seeing that the former was one of the ‘architects’ of the invasion of Iraq that resulted in probably a million deaths and untold misery for the Iraqi civilian population. For all intents and purposes, Iraq has been sent back to the Middle Ages and Wolfowitz is one of those with blood on his hands.
Nevertheless, we must be matured enough to separate the singer from the song. It is the message and not the messenger that counts. And Wolfowitz’s message does have some merits. And that is also why I support some of Tun Dr Mahathir Mohamad’s ‘messages’ at the ire of most Malaysia Today readers who reject anything that comes from Mahathir, positive or otherwise. I can understand that most would rather focus on the wrongs he has done and that they feel the rights can never clean the slate of the wrongs. But that is another subject for another time. Today we shall talk about Anwar Ibrahim and where he will probably go from here.
“His future role can be determined only by Malaysians,” said Wolfowitz, and this would certainly be true. The future of the Prime Minister or Malaysia, if he comes from Umno, is determined by the 191 Umno divisions headed by its 191 division heads. That’s right, 191 Malays from Umno determine who will become the Prime Minister of this nation .....

Back to what Wolfowitz said: His future role can be determined only by Malaysians. Wolfowitz is right on this point and Anwar will not go places unless Malaysians are prepared to deny Najib the Prime Ministership in March and instead hand the post to Anwar.
Malaysians are quite divided on this issue. While some would like to see Anwar pull off his hat-trick and engineer a crossover of at least 30 Barisan Members of Parliament to the aisle of Pakatan Rakyat in Parliament, there are others who feel this would be immoral and that Anwar should wait until the next general election to ‘legitimately’ take power through the ballot box. To these people, crossovers are a sell-out and they do not condone crossovers whether from Barisan Nasional to Pakatan Rakyat, or vice versa.
The question would then be: does the end justify the means? In politics the end always justify the means. There can be no two ways about it. Politics itself is about manipulation and there is no such thing as dirty politics. Politics is about being dirty and manipulation comes with the territory.
Dr Chandra Muzaffar, the one-time Deputy President of Parti Keadilan Nasional -- before it merged with Parti Rakyat Malaysia to become Parti Keadilan Rakyat -- used to talk about ‘politik baru’ or ‘new politics’. I told him that ‘politik baru’ is a misnomer, it doesn’t exist, and this upset him like mad. Politics is the second oldest game in the world, second only to prostitution, so there can be no ‘politik baru’. You need to grasp the concept of ‘politik lama’ to make it in the political game.
Dr Chandra would hit back and say, “It is people like you who have reduced Malaysian politics to what is has become today. We need to change the people and if people like you still subscribe to the old politics then what hope do we have?” Dr Chandra eventually became disillusioned with politics in general and Anwar Ibrahim in particular and left the party in a huff, condemning Anwar in the process.
Many see Anwar as the possible saviour of Malaysia. But this is not because they see Anwar as the most suitable choice but rather as the lesser of the many evils. They still regard Anwar as having a lot of baggage and with as much ‘blood on his hands’ as Mahathir. So it is not that Anwar is the best choice. It is just that all the others are worst choices. Between Abdullah Ahmad Badawi, Najib Tun Razak, Muyhiddin Yassin, Mohammad Mohd Taib, Ali Rustam, and all those other Ali Babas and their 40 thieves, Anwar would be a saint by comparison. But this is only because we are comparing the scum of the earth to Anwar -- so Anwar comes out looking like Mother Teresa.
In that sense, most Malaysians don’t trust Anwar any more than they trust the rest. It is just that the rest would be more damaging for Malaysia while Anwar can be ‘controlled’ and, with a gun at his head, be made to walk the straight and narrow. At least this is what most Malaysians hope although they are hoping with their fingers crossed and praying that they might not end up creating a Frankenstein instead.
On Saturday, 29 November 2008, I shall be attending the Parti Keadilan Rakyat party congress at the Melawati Stadium in Shah Alam. No, I am not going as a delegate. I am going together with about 25 other bloggers and civil society movement activists as an observer. We are going to see what Anwar is going to talk about in his Ucapan Dasar or policy speech.
Just before the 8 March 2008 general election, the blogging community and civil society movements launched the ‘Peoples’ Declaration’ or ‘Dekalarasi Rakyat’. Six political parties, including Parti Keadilan Rakyat, endorsed the Declaration at a ceremony at Blog House. Then the elections ended and Pakatan Rakyat won 82 Parliament seats and five states. And that was the end of the Declaration. They never spoke about it again.

In December, we are going to organise a fund-raising exercise to finance the printing of one million copies of the Declaration in four languages -- English, Bahasa Malaysia, Mandarin and Tamil. These booklets are going to be distributed the length and breadth of Malaysia so that we can educate Malaysians on how this country should be run.
Sure, we clamour for changes. But what changes are we talking about? What do we hope to see? This booklet will address all these issues. This is not an anti-government Declaration. It is not even a pro-opposition Declaration. It is a pro-rakyat Declaration, which we want all the political parties to adopt, whoever they may be.

And on Saturday, 29 November 2008, 25 members of the blogging community and civil society movements will be at the Parti Keadilan Rakyat party congress in the Melawati Stadium in Shah Alam to remind Anwar that Pakatan Rakyat and three other non-Pakatan Rakyat parties made a promise to the voters in the days leading to the 8 March 2008 general election. They endorsed our Peoples’ Declaration and we voted for them. But after we voted for them they abandoned our Peoples’ Declaration.
Later, we shall also attempt to meet the coalition members of Barisan Nasional and talk to them about the Peoples’ Declaration. We hope that they too will see that this document is not anti-government but pro-rakyat. And we hope, in their wisdom, they will also endorse it and come out with a program of reforms that can only benefit this country and all Malaysians regardless of race and religion.
That is going to be our project over these next four months before Najib takes over as Prime Minister -- if Anwar does not do so before then, that is. .....But until then I still have four months (I hope) and I am going to use those remaining four months to aggressively campaign for the Peoples’ Declaration to become our new ‘Rukun Negara’ on how this country should be run, never mind who it is that will be running this country.
So, Anwar, Najib, or whosoever aspires to be the next prime minister. You are now on notice. The rakyat are giving you a yellow card. “His future role can be determined only by Malaysians,” said Wolfowitz. And we too are telling you the same. Put your money where your mouth is. The rakyat spoke on 8 March 2008. And we have not stopped talking. Endorse and adopt the Peoples’ Declaration or be prepared to meet your Maker because your days will certainly be numbered if you don’t endorse and adopt it.
We are going to flood the country with our Peoples’ Declaration. And after we do that the rakyat will be better informed and more educated on the meaning of good governance. Then they will weigh this against what both the Barisan Nasional and Pakatan Rakyat governments are doing. Then, come the next election, the rakyat will know what to do. No longer can the rakyat be taken as suckers. The rakyat have become an informed society. And the blogging community and civil society movements will see to it that when the rakyat next go to the polls they will be able to make an ‘informed decision’.
Yes, you can fuck us once. But you can’t fuck us twice. The next time around the rakyat will fuck you, at the ballot box. So be warned. And our presence at the Parti Keadilan Rakyat party congress ..... is to deliver that yellow card.

公正党夺权排第一,
人民利益放两旁

公正党全国大会以安华的一句话“我们将入主布城”为大会写上了句点。安华把入主布城作为总结演讲,证明了安华以及公正党,只是把全副精神放在夺取中央政权以及首相宝座之上。
大会的议题没有太多重点,核心还是放在夺权之上。民联执政五州,公正党身为民联老大,我们却很少听到他们触及国家课题。如何更有效的治理现有州属,是民联的重任,也是当务之急。另一方面,民联三党之间的共识以及合作协议,还有待加强。
为了加强支持者对本身的信任与信心,也为了讨好统治者及其支持者,安华夫妇在大会上分别提出了恢复15年前遭撤销的统治者豁免权的建议,这是颠覆民主的做法!
安华解释说,过去首相的做法太过分,王室遭到剥夺的权力并未归还给人民,而是落在首相一人的手上。既然安华了解此事情的真相,他应该考虑如何把这个权力还给人民,而不是恢复统治者的豁免权。俗语说,天子犯罪与庶民同罪,看来,安华为了政权,不惜典当民主。
安华不该为了讨好某方面,而罔顾人民利益采取开倒车的做法。对提倡自由、民主的民联来说是一个巨大的讽刺。
另一方面, 在很多课题上,民联步上了他们敌对阵营“国阵”之前所犯错误的后尘,不接受批评、为错误寻找借口、耍手段、不正视问题等。这样一来,就算成功换政权,也没有什么可以期待的。
公正党成立的那一刻开始,就已经把目标设立在夺权当首相。这种政治思维已经深深的埋藏在党员的潜意识里。党员之间的谈话都围绕着如何或是几时夺权。这种错误的政治思维,将导致该党一旦夺权成功,党员以及支持者将会失去方向。
党员对于916的承诺感到非常不满,安华以及领导层没有给予解释,只是敷衍党员,把916变天失败怪罪于国阵政府,自己却不需要背负任何责任。成功的荣耀归自己,失败的耻辱归他人。其实,这没有道德的夺权手段从开始就注定要失败。
槟州民政党青年团宣传局吁请,安华以及公正党把精力放在民联执政的五州,证明民联比国阵强而有效,让人民在来届大选做出选择,而不是一天到晚想着如何夺权,什么时候当首相。通过实力及正当民主手段赢取政权,才能当个名正言顺的政府。反之,民联只是国阵的翻版,人民何必冒险的去更换一个没有多大区别的政府?

KeADILan Ke Sarawak. Nak Membantu atau Menipu?

Dari Kutub Utara hingga ke Selatan. Dari Timur ke Barat. Pemimpin dunia mengakui Anwar Ibrahim seorang anak muda yang berkarisma dan berpotensi untuk memanjat mercu kejayaan. Ini adalah sejarah perjuangan tokoh pemimpin pelajar era 70an. Anwar Ibrahim sebagai pemimpin pelajar dan pengasas ABIM. Ia tinggal dalam lipatan sejarah.

Tigapuluh tahun lebih sudah berlalu. Dari seorang pemimpin pelajar ke pemimpin pertubuhan belia Islam, kemudian menjadi pemimpin negara di bawah naungan parti perkauman UMNO. Tekad Anwar untuk mengubah kecelaruan UMNO dari dalam. Berlandaskan tekad itu, beliau menyertainya. Malangnya, UMNO gagal diubah, malahan Anwar sendiri dilihat sedikit terhanyut dalam arus ketempangan UMNO. Itu juga telah kita tinggalkan dalam lipatan sejarah.
Dari mercu kekuasaan negara, beliau menjadi penghuni penjara yang paling berpengaruh. Setiap pergerakan dan bicaranya dari dalam penjara tidak sedikitpun terkecuali daripada mendapat liputan meluas disetiap pelusuk dunia.
Anwar terbelenggu dalam penjara. Rakyat ber‘Reformasi’ di luar penjara. “Reformasi” adalah kata hikmat, kata keramat yang dihadiahkan oleh Anwar Ibrahim untuk rakyat sebelum beliau menjadi tetamu penjara.
Maka bertempik, bersorak, berarak dan berteriaklah rakyat dengan laungan Reformasi. Di dataran, di jalanan, di pinggiran, di desa, pekan, bandar dan kota rakyat miskin, susah dan terpinggir berteriak RERORMASI…..
Sepanjang era Anwar terpenjara, rakyat yang miskin dan susah yang menjadi pemangkin semangatnya untuk terus berjuang. Enam tahun terpisah dari dunia luar yang bebas, akhirnya beliau dibebaskan. Ini juga telah terkelepit dalam kelambu sejarah.
Beliau memanjat semula tangga kekuasaan. Melalui siapa dan dengan bantuan siapa?. Rakan-rakannya yang kaya, mewah dan bergaya semasa dalam UMNO dulu?. Atau dengan sokongan, desakan dan dokongan rakyat terbanyak?. Atau apakah Sultan dan raja-raja Melayu mengambiltahu tentang kezaliman UMNO terhadap Anwar sehingga beliau begitu gah mempertahankan kekebalan raja-raja?.

Rakyat tertipu dan ditipu oleh UMNO / BN kerana ucapan penuh retorik dan kepura-puraan pemimpin mereka. Itu UMNO, mereka memang penipu. Sekarang KeADILan, parti pimpinan Anwar Ibrahim sudah mulai dibajai dan diresapi dengan unsur-unsur kurafat dan karut yang diwarisi daripada UMNO dulu.

Dengan izin ALLAH, lantaran sokongan, bantuan dan simpati rakyat, saudara menapak lagi kehadapan. Saudara bebas lantaran asahkan rakyat terhadap pemerintahan UMNO yang zalim. Saudara diangkat semula menjadi wakil rakyat lantaran sokongan dan semangat juang rakyat yang bersimpati kepada saudara. Saudara menang dan saudara dijulang. Sekarang rakyat mula menghilang. Kaum kerabat dan pertualang mulalah datang mendekati dan menghampiri saudara. Saudara sibuk dengan kerja dan mengejar kuasa tetapi janganlah mudah lalai dan terlupa.
1998 - BerREFORMASI kerana rakyat simpati, KeADILan menang dan tegak berdiri.
2004 - Janji banyak yang dimungkiri, wakil rakyat dan pimpinan KeADILan lalai, maka rakyat tidak memberi undi. KeADILan tewas kecundang cuma satu yang menang.

2008 - Janji dan harapan baru dihampari. Rakyat kecewa kepada UMNO kerana Abdullah Badawi lembab, layu dan menipu. Rakyat, bloggers, peniaga kecil dan besar memautkan harapan sekali lagi. KeADILan, PAS dan DAP menang cemerlang, Pakatan Rakyat terjulang.
Setelah menang, rakyat dikecundangkan lagi. Selain wakil rakyat PAS dan DAP, wakil KeADILan jelas leka dan lalai. Ramai yang kemaruk kuasa dan laparkan harta. Rakyat dipinggirkan. Kawasan gagal dikunjungi. Bila berREFORMASI bersama rakyat. Bila meraikan kejayaan, rakyat diasingkan. Pemimpin bergaya mewah, senyuman menjadi mahal.
Saudaraku Anwar Ibrahim, berREFORMASI rakyat miskin dan susah yang berpeluh dan ada yang berdarah dibelasah. Khalid Ibrahim, Yaakob Sapari, Xavier Jayakumar, Nik Nazmi dan beberapa yang lain dimanakah mereka semasa itu? Oh ya!!, Saiful Bukhari juga masih bersekolah rendah mungkin ketika itu. Mereka tidak kenal erti REFORMASI tetapi merekalah yang sekarang ini begitu hebat mengeluarkan air liur basi dan dan air mani.
2012 atau selewatnya 2013 PRU ke 13 bakal membuka tabir. Saya tidak terkejut sejarah 2004 akan berulang kembali. Mudah mudahan tidak….
Saudaraku Anwar Ibrahim, hentikanlah segala lakonan dan kata-kata retorik yang tidak menguntungkan kita. Rakyat memang perlukan kata-kata semangat kerana ia bakal membangkitkan daya juang yang hebat. Tetapi malangnya, terlalu ramai wakil rakyat dan pemimpin keADILan sekarang yang hanya hebat bicaranya tetapi hancur lebur tanggungjawab dan prestasi kerjanya.
Tolong tanyakan kepada ADUN, EXCO dan MP keADILan yang sudah sembilan bulan bergelar YB, berapa kalikah mereka turun melawat dan bertanya kabar para pengundi di kawasan mereka?
Saya melihat dengan jelas bagaimana tindak tanduk wakil-wakil rakyat dan pimpinan keADILan yang bakal menjadi antara punca kebencian rakyat terbanyak terhadap parti keADILan. Sejak berakhirnya PRU-12, tiga program besar di Selangor ini dimana rakyat dan pimpinan parti diasingkan secara jelas dan memuakkan pandangan.
Pesanan ikhlas kepada wakil-wakil rakyat KeADILan, jangan ikut cakap AnwarIbrahim untuk berkempen ke Sarawak jika janji dan tanggungjawab kalian di kawasan sendiri masih GAGAL kalian tunaikan.
Jangan nanti yang dikejar tak dapat, yang dikendung berciciran.Berceramah menggegar langit, pentasnya reput kalian tak perasan.
Akhirnya hujan tak turun, pentas yang roboh ke bumi.

A struggle for the soul of Pas

Nov 28 – The tug-of-war between the conservative ulama faction which controls the leadership of Pas, and the more moderate Erdogan group, has once again spilled out into the open.
The recent upheavals in Pas Selangor, when moderates Hulu Kelang state assemblyman Saari Sungip and the church-visiting Shah Alam MP Khalid Abdul Samad were removed from the state committee, has led to talk of an ongoing purge of Erdogan faction members by the ulama group.
The Erdogan moniker is in reference to Datuk Seri Anwar Ibrahim's close relationship with the Turkish leader Reccip Tayip Erdogan, and signifies their support for Anwar.
This group is backed by Pas spiritual leader Datuk Nik Aziz Nik Mat, and appears to be supported by a majority of party members.

What happened in Selangor suggests it is but the first of many skirmishes heading up to next July's muktamar, or party general assembly, where party elections will be held.
The sudden move by Pas Selangor to apply pressure on the state government to ban alcohol sales is also a reflection of the infighting which is happening now in the party.
While PKR, widely accepted as the main agenda-setters of the opposition Pakatan Rakyat (PR) alliance, holds its annual congress this weekend, the problem of Pas weighs heavily and may usurp proceedings.
PKR and to a greater extent DAP, have sat uneasily as time and again, Pas has displayed its ability to rattle the coalition. From Bumiputera issues to the stunning exposure of Umno-Pas talks, non-Muslims have been given ample reason not to shed its mistrust of the Islamic party.
But for the moderate Erdogan group, led by vice president Datuk Husam Musa and secretary-general Datuk Kamaruddin Jaafar, winning the hearts of the non-Muslims is the desired end, and the means is by winning over their own Malay Muslim grassroots first.
Politically and theologically, they believe that for the party to achieve national acceptance, its grassroots must believe in being inclusive rather than play the divisive zero-sum game of "exterminating enemies of our race and religion."
A prominent moderate, Pas research chief Dr Dzulkefly Ahmad has taken it upon himself to go to the ground to spread the "gospel" of Prophet Muhammad's role as arbitrator in Medina.
According to Islamic tradition, despite being in the minority Muslim community there, the Prophet had become the arbitrator and resolved longstanding grievances between the various tribes in Medina, and even drafted the Constitution of Medina.
"Instead of forcing Islam down their throats, why not communicate Islam?" is his message, as he travels with slideshows of how non-Muslim votes are necessary to beat the ruling Barisan Nasional (BN) coalition.
The problem in the past has been that for non-Muslims, Pas has been "unelectable" due to fear of Islamisation. While March 8 proved non-Muslims are willing to vote for a more moderate Pas, inconsistencies in how the party conducts itself only breeds contempt and doubts over its sincerity.
The Erdogan group is now fighting back against what they see as regressive steps.
Championing of Bumiputera rights, for example, is seen as an area which is not considered a priority by the moderates. It is an Islamic, not a Malay party, they contend.
As it stands, party members can generally agree on one thing - that Umno is the enemy, the embodiment of all that must be purged from the "Muslimin and Muslimat." So why copy its racial chauvinism?
Instead, the Erdogan group is backing a more humble approach.
Khalid, when asked on his ejection from the Selangor committee, was gracious in conceding that state chief Datuk Dr Hassan Ali should be allowed to work with a team he was most comfortable with.
"We are not here to displace them. We are happy to play second fiddle. We cannot deny that the base is the conservative northern and eastern Malay belt, but we are here to add value," a leading Erdogan member told The Malaysian Insider.
"I believe the hardliners are all sincere without any sinister motive. They are well-meaning," Dzulkelfy had told The Malaysian Insider recently.
The Erdogan group will likely grit its teeth from now until next year's muktamar and persevere even if its rank and file continue to be "persecuted." What it believes must be done, is for it not to be seen as a threat but as a vital element in establishing Pas as a national party.
The catch-22 for the hardline ulama group is while it fears the party will be taken over by the moderates, it also needs these personalities.
But if the Erdogan group is not backed by the grassroots in the party elections, it may very well be curtains for Pakatan Rakyat.
"In the next six months or so, leading up to the muktamar, we need to consolidate and work on coalition building with our PR partners. If we cannot do this by then, we can just forget it, as the coalition will then fall back to the fragmentation of the 2004 general elections," an Erdon group memberr concluded, referring to the heavy defeat the opposition suffered in 2004.

质疑恢复统治者立法权建议
马华:安华有份修宪削皇权

马华公会今日质疑,人民公正党主席旺阿兹莎在党大会上呼吁恢复马来统治者的立法权,以有权决定是否批准下议院所通过的任何法案,是转移公正党民望下降的权宜之计。
马华新闻局主任兼发言人李伟杰发表文告表示,公正党自916夺权谎言破灭后,一再反复更改变天日期,已令该党员和支持者失去信心。
“公正党此次呼吁恢复马来统治者豁免权课题,显见公正党企图力挽其日益滑落的支持率的另一项政治权术。”
质疑如何落实“人民主权”
他说,马华公会质疑呼吁恢复马来统治者豁免权的公正党,要如何落实其之前所倡议要公平对待每一位公民的“人民主权”(Ketuanan Rakyat)论述。
“此项建议让我们回溯马来统治者干预立法,以致1993年当时的首相敦马哈迪提出修宪。”
“我们也感到纳闷的是,高吁恢复马来统治者豁免权的公正党,似乎忘了该党实权领袖安华就是1993年参与修改宪法第181、182和183条文的一位重要领袖。”
马华支持君主立宪为根本
李伟杰说,马来西亚奉行议会民主制度,马华公会自独立以来,坚持支持和尊重君主立宪乃我国的立国根本。
“马华尊重国家元首在联邦宪法第39条所列明的权力:联合邦之行政权必须授予最高元首,并由最高元首、或内阁或内阁委任之任何部长。”
“马华也捍卫联邦宪法第40至43条及第55条文所阐明的国家元首权限:武装部队最高统帅、赦免权、委任内阁部长和副部长以及解散国会之权力。”
他说,马华维护联邦宪法第66(1)条文:国会之立法权,必须以上下两议院通过而由——除非本条另有规定——最高元首御准之法案行使。
他说,联邦宪法第66(4)条文提及:最高元首必须在一项法案提呈给他之后30天内御准之,并在该法案上盖上国玺。
“与此同时,马华捍卫的是第66(4A)条:如果最高元首不依据第(4)款规定的期限内御准一项法案,该法案必须在该款规定的期限届满后成为法律,一如陛下已御准那样。”
阿兹莎促恢复统治者立法权
旺阿兹莎是在昨日公正党大会上突然提出,该党准备恢复马来统治者的免控权,引起混淆。不过,她较后澄清,其意思是捍卫马来王室的地位,并还原统治者在君主立宪制下的立法权。
前首相马哈迪曾在国会两度修宪,第一次是在1983年修宪,废除国家元首否决国会立法的权力。假设元首不同意御准国会通过的法案,法案也会在一定期限内自动生效,导致君主立宪制在立法过程没有真正的意义。
国会在1993年第二次修改联邦宪法,撤销马来统治者的免控权,同时成立特别法庭,以专门听审涉及统治者的案件,包括统治者起诉他人及他人起诉统治者。
特别法庭则是在今年10月15日判决端姑查法必须赔偿100万美元予渣打银行,以为1999年一宗商业案负责,这也是特别法庭设立15年以来,首次审理涉及统治者的诉讼。

睁大眼睛,看清公正党的尾巴!

我真的不想去公正党大会凑热闹,因为不想太失望,不想在回家路上,被那班弱智的家伙气得眼前一片昏花,搞不好自己把车撞在路旁灯柱上!
幸亏没去。今早打开报纸全愣住了,公正党主席旺阿兹沙竟在大会上宣布,民联领袖已同意归还统治者免控权。可还没到两小时,署理主席赛胡申阿里又改口,说原本是要恢复国家元首的立法否决权。这么个急转弯,到底玩什么?
变天之梦 义无反顾
回顾数月前,安华的916变天之梦,倾倒无数巾帼英雄,陶醉多少壮士豪杰。人民要改变,受够了国阵50年昏庸统治,厌恶巫统种族霸权、贪污腐败,鄙视马华招摇撞骗、欺善怕恶,憎恨国大党贪赃枉法、欺压印裔,唾弃民政党阿谀奉承、习非成是。
人民,就当不在乎它是“跳槽”还是“倒戈”,就当不在乎它是有违“民主”还是捍卫“正义”。总之,你公正党说能变天,我们就跟你一起舞,每天都帮你豪唱变天的曲子;你说国阵议员害怕变天,我们就跟你一起耻笑他们是缩头乌龟;你坐飞机去台湾,上演猫追老鼠的滑稽剧,我们就到处为你击鼓吆喝;我们都知道Pak Lah不会跟安华谈变天,可还是为你拉旗呐喊,嘲笑Pak Lah胆小没出息。
只朝前走 罔顾左右
916就这么过了,我们把死猫吞下肚子里,眼泪忍不住掉下来……我们奔上走下,不停向人们解释,按照你的口径,说公正党已觐见最高元首,说跳槽名单也呈元首看了。你说已经把握变天星象,我们就替你向百姓传达,开斋节前肯定变天……
冇,乜都冇发生过!你后来又说第二季国会开会,民联马上就要提首相不信任案,我们已不太相信了,可是人民还是翘首盼望……都係乜都冇发生!
安华被他助手赛夫告鸡奸,我们眼都不眨咬死那是政治阴谋,只要有机会,不论在会见朋友、生日晚宴、集会讲座,还是在报章杂志、广播电视,短信网络,我们不停地口诛笔伐,拼命伸张正义,不情愿让折磨已久的变天希望,就这般破灭。
党摆中间 民靠两边
公正党开会也好、出书也好、示威也好,每次都到场声援,把嗓子也吼破,咖喱饭把肠子都染黄了。哈哈,哈哈哈哈,乜都冇……变天虽然是我们期盼的,但是我们更想知道,公正党是要带给人民一个怎样的国家?你的“人民主权”係乜嚟嘎?难道就是要归还统治者的免控权吗?难道就是要恢复统治者的立法否决权吗?你是民主还是皇主啊?怎么比巫统还差呀!
巫统过去信誓旦旦,把钉在宪法里的“马来人的特殊地位”发挥得淋漓尽致,从“特殊地位”(kedudukan istimewa)这个词,发展成马来特权(Hak istimewa Melayu),进而又发展成“马来主权”(Ketuanan Melayu)。巫统不断膨胀的占有欲望,更加剧了他们的霸权心态。宪法153条文下,给予马来人奖学金、商业执照等方面的优惠,可以衍生出种种怪象。
一位马来拿督,同期拥有几十张相同商业性质的执照,用以租予有需要者,一位普通马来人却连半张也得不到。雪州蒲种批发市场的营业摊位,公开接受土著面试申请,却只有官联公司朋党才能拿到,有良好商业记录的土著始终申请不到。上千份海外公共奖学金最终悉数落入谁手,当局历来不曾公开受益人名单。
人民主权 全民通吃?
巫统精英阶层利用马来平民的短见,依靠鼓吹“马来主权”,肆无忌惮地搜刮民脂,窃夺国家资源。今天,公正党挂上“人民主权”(Ketuanan Rayat)的招牌,就可以粉饰清廉吗?巫统尚只能吃马来人和土著的蛋糕,而公正党“人民主权”这块蛋糕,可想“全民通吃”?还没上台就觉得离陈水扁已经不远了!
旺姐在公正党大会上标榜,该党、回教党和行动党在人民联盟模式下,真诚、公开、成熟的合作,为马来西亚人带来了新希望。不错,人民对公正党曾抱以极大期望。不仅希望公正党率民联,早一天把巫统拉下,结束一届腐朽糜烂的昏政。就算现在时机尚未成熟,人民也一直在耐心等待。
第12届大选,马来人把票投给行动党,华人投给回教党,投票取向是,只要不投给“天平”,投“火箭”、“月亮”、“蓝眼睛”都无所谓。你的胜利,并非因为你真是治国精英,你从没有令人折服的治国理念,全是拜托国阵长期的欺公罔法和贪得无厌。
只要忠心 莫问何由
308过后,你们三党才坐下商讨新组民联。执政欲望的确能令你们暂时捐弃前嫌。很多人强烈呼吁民联尽快催生一部新政权政纲,尽快亮出一个令人折服的“影子内阁”。让社会团体、非政府组织和人民了解民联治国理念,了解你们在政、经、文、教,以及种族、宗教、言论新闻自由、宪法权益等方面的立场和论述,了解你们应对经济危机和百物起价的措施。可惜,望穿双眼也不见答案。
幂思苦想,民联虽然弱智的不少,论述天赋了得的起码还有安华呀,为何给不出一套治国政纲呢?安华兜售的唯一口号只有“人民主权”,一个看得见,摸不着的破玩意儿。而且民联为何此时此刻要巴结皇权呢?公正党的尾巴在哪里?
尾露三色 夺权为大
我想首先是种族潜意识。民联三党均自封多元政党,扒去外衣可见,行动党是稍加点缀的华人政党,这个党本身潜意识里种族性超强,它与马华公会是一根藤上的两粒苦瓜。回教党是无需遮掩的马来人政党,种族潜意识同样根深蒂固。公正党在西马还算有点“多元”,但50年国家教育大背景下,不论巫裔华裔,多数党员都无法摆脱潜意识种族思维,认为华人只能说华人事,马来人只说马来人事,马来人须是政党及社会主导。可见,最终民联也无法摆脱国阵式政治论述框框。
其次就是意识形态冲突。众所周知,行动党回教党意识形态冲突由来已久。回教党终极目标是建立伊斯兰国家,行动党誓死反对,只接受世俗国家概念。现实中大马即未达到伊斯兰国家所定义的标准,也不是世俗国家所实践的标准,恰是介于两者之间的穆斯林国家,其基本呈现是以西方政治、立法和社会发展模式作为国家政治意识的最主要部分,也融入部分伊斯兰立法内容。巫统早期遵循这样的意识形态,也很象是公正党眼前的定位。如果公正党无意志从立法上消灭国内种族界限,它与国阵就没什么两样,充其量只是正在腐烂的下一个国阵。
最最关键的是夺权需要。行动党和回教党既然都挣脱不出本身的意识形态和种族性,他们为何能够合作呢?答案就是为了推翻国阵夺权。夺权是民联至高无上的宗旨。308带给民联一个混淆的讯息,认为只要三党不闹分裂,民联5州暂不出现严重贪污,最迟等到下届大选,国阵也会自己垮掉。所以,即使拿不出治国政纲,没有影子内阁,选民也将照投民联。
夹尾做人 要教你Rrr
近期民调显示,民联支持度华裔约7成,印裔近9成,巫裔也在5成上下。如果巫裔继续靠拢民联,巫统国阵将面临坍塌,对民联来说,的确是一幅清晰的图画了。基于这些因素,民联由安华、哈迪阿旺和林吉祥分别代表三党共同签署一项联合声明,强调认同马来文国语地位、马来人及土著特殊地位和伊斯兰教的官方地位。
这意思是告诉全社会,民联目前只作宪法内斗争,回避任何种族宗教争议诉求。民联要政治贿赂皇室,也要安抚马来人,消除变革恐惧心理,集中揭发攻击国阵和巫统的贪污、腐败、滥权、司法不公、践踏人权、打压新闻言论自由等倒行逆施。希望第13届大选反风再卷,民联志在登台执政。
如今,为了拉拢更多马来人,达到夺权目的,公正党及整个民联,故甚其词地掩饰内部意识形态危机,故作姿态地维持外在种族安宁。你们情愿夹着尾巴做人,把真理情操视为玩物,不惜将国家拉回封建时代,表现出比巫统更狭隘的种族视角。
既然要把立法否决权归还统治者,不如索性把马来西亚改成帝制,再索性把14个州都分了算了,统治者不用轮流那么麻烦。沙巴、砂捞越宣布独立;吉隆坡、槟城给行动党;吉兰丹、吉打、登嘉楼让回教党拿去;西马剩下的地盘都归你公正党;你不是快有100万党员了吗?怕什么?马来西亚最小的州也比新加坡大!
到时行动党想挂什么路牌都由他们去爽;回教党想禁酒禁色禁猪肉都归他们说了算;只有你公正党的地盘看来还是很麻烦,要继续实行“马来人和土著特殊地位”,继续固打制,继续各源流学校教育,继续实行以回教为官方宗教,回教、华教、兴都教共荣的宗教自由。什么Fxxxxxx人民主权,拜托!
