Gerakan claims new MPSP HQ was Anwar's idea
By Shannon Teoh
GEORGETOWN, Nov 28 - The RM84 million Seberang Perai Municipal Council (MPSP) headquarters was mooted by Opposition Leader Datuk Seri Anwar Ibrahim, Gerakan, which led the previous Penang state government, claimed today. malaysiakini to post on this

The attempt to blame Anwar comes on the heels of Penang Chief Minister Lim Guan Eng's accusations of mismanagement by the previous state government which he said led to the local council nearly spending all of its RM225 million in surplus funds it had in 2000.
The MPSP building is one of the projects which the current government cited as wasteful projects.
In his latest volley in the RM225 million MPSP surplus fund debacle, Gerakan Penang chief Datuk Dr Teng Hock Nan said that the new building site in Bandar PERDA was in fact mooted by the then Deputy Prime Minister in the mid-90s."On Anwar's advice, a decision was then taken to build the headquarters in Bandar PERDA instead of the original plan of building the headquarters in Ampang Jajar on MPSP land," the former state exco member said.
He described a plan to build a twin tower, one for the MPSP HQ and another for federal agencies and the private sector to generate income via rental.
However, the economic crisis which coincided with the de facto PKR leader's sacking by former Prime Minister Tun Dr Mahathir Mohamed, had forced the state government to scale down the project.
The statement to the press was released today after Lim had called on Teng to explain how RM225 million in surplus funds at the beginning of 2000 had been spent by the previous administration under Barisan Nasional.
The DAP secretary general had likened the "disappearance" of the money to the magic of David Copperfield.
Teng also explained the RM50 million allocation to assemblymen was meant for them to "identify needy and pressing projects for the benefit of the people from time to time and as and when necessary," as these leaders were close to the ground and knew best the needs of the people.
He pointed out that the current DAP-led administration is also continuing with this "well intended policy of the previous Barisan Nasional government and is allocating funds to its assemblymen."
