What if Barisan Lost .. ?

16th January Malaysiaparty 's pick of to-day

With Malaysiakini reported that the newly appointed Election Commission chairperson Abdul Aziz Yusof has declined to confirm the reason for the resignation of Kuala Terengganu by-election returning officer (RO) Mat Razali Kassim, its rised up many uncertainty and unanswered.

It seems like signs of the holding part is going to lose up their fortress in this battle ...

[Jika BN kalah...]
by Wan Hamidi

PAS Tricksy Swung for HIGHLY Aim onto KT seat

05th January Malaysiaparty 's [NOW] News of Week
by { JP }

PAS had surprised everyone by naming an unknown (sounded unknown only to outskirt's) candidate to contest the crucial Kuala Terengganu by-election, which be held on this 17th January.
In fact, this guy is a 5 term state
assemblyman and was then a state Exco member.

Malaysiakini reported this:

PAS fields surprise candidate
Jan 1, 09 11:12pm
PAS tonight named Wakaf Mempelam state assemblyperson Abdul Wahid Endut as the party’s candidate to contest the crucial Kuala Terengganu by-election.

With Wan Hamidi commented this at themalaysianinsider.com :

A well-known unknown

JAN 2 — Only those who live outside Terengganu will say Pas’s Abdul Wahid Endut is an unknown.

The people of Kuala Terengganu are especially familiar with this five-term state assemblyman — who's only 52 years old — and who has been making a name for himself in the state since the late 1980s.

During the opposition's first serious attempt to unseat the Barisan Nasional in 1990, he contested and won the Wakaf Mempelam state seat, and has retained it till today.

As a first-time contender in 1990, Abdul Wahid was the Pas candidate during the time when former Umno leaders formed Semangat 46 to work together with Pas and DAP to topple (Tun) Dr Mahathir Mohamad's BN. Although the attempt only managed to secure Kelantan and failed nationally, it gave people hope that BN could be seriously challenged.

Almost a decade later, after Datuk Seri Anwar Ibrahim was sacked from the government and subsequently jailed following his Reformasi movement, Abdul Wahid again secured his seat although there was no nationwide political tsunami.

The Reformasi-era elections in 1999 however rewarded Pas with Terengganu, and Abdul Wahid, a fisheries and marine science graduate, who was then a three-term assemblyman, was appointed a state exco member.

Although Pas failed to repeat its success in 2004, Abdul Wahid once again retained his seat. He did it again in the March 8 general election last year, defending his state seat comfortably.

It seems that the choice of Abdul Wahid for the Kuala Terengganu parliamentary seat is based on his winnability factor. He is seen as the best choice against BN's Datuk Wan Ahmad Farid Wan Salleh, 46, who is also a well-known figure in the constituency.

With Pas controlling three of the four state seats in the parliamentary constituency, and losing the Kuala Terengganu seat some 10 months ago with a small majority, the Islamist party has a good chance of wresting the seat from BN — at least on paper.

The choice of Abdul Wahid, currently the state Pas treasurer, as the candidate is also another indication that Pas is serious about winning, despite earlier talk about the possibility of the party giving it away to Umno-BN.

What happened last year was that Pas's secret talks with Umno after the general election, in what many saw as an attempt by Umno to bring Pas to its side, were exposed in the media. It sent a distressing signal to Pas's partners in Pakatan Rakyat — DAP and Parti Keadilan Rakyat.

Many Pakatan supporters could not believe that Pas would rather be with its sworn enemy. When Pas veteran Datuk Mustafa Ali was identified as the culprit, it caused a crack within the federal opposition; even among Pas leaders and members.

Pas president Datuk Seri Abdul Hadi Awang however repeatedly expressed the party's commitment to Pakatan Rakyat. Although this did not really allay fears among Pakatan leaders, it's the only assurance PKR and DAP leaders can hold on to.

Abdul Wahid is known as Mustafa's protégé and this does not bode well with those who doubt the Pas veteran's current political agenda.

However, with the strong emphasis on the need to win the Kuala Terengganu parliamentary constituency, it can be expected that the Pas leadership will eventually manage to convince their Pakatan partners of their loyalty.

The recent fear that Mustafa, who has a strong grip on the party in Terengganu, would try to throw away the by-election now seems a bit ridiculous.

It is also expected that opposition leader Anwar will campaign in this by-election while DAP will send some top guns to help out too, especially in wooing 11 per cent of the voters — the Chinese — in the constituency.

When Pas lost the seat in the last general election, some people claimed that it was due to the fact that candidate Mohamed Sabu — a Penang-born political journeyman who had served in Kelantan and Kedah — was an outsider.

This time Terengganu Pas is banking on its local boy to make a difference.

With the help of Pakatan partners as well as their two assemblymen — Dr Syed Azman Syed Ahmad Nawawi of Batu Burok and Tengku Datuk Hassan Tengku Omar of Ladang — Abdul Wahid can expect to give his rival Wan Ahmad Farid a run for the money.

Of course, there will be a lot of political gossip about disunity within Terengganu Pas over the choice of Abdul Wahid but the state Umno too has its share of similar problems.

Govt will not privatise or sell IJN, says Abdul Latiff

KUALA TERENGGANU, Dec 20 — The government today assured the people that it will not sell nor privatise the National Heart Institute (IJN) so long as there is no alternative which provide similar service to the people, Deputy Health Minister Datuk Dr Abdul Latiff Ahmad said.

malaysiakini to post this ==>
He said that while the idea to privatise the IJN was good because the government would no longer be burdened by the high costs of subsidising treatments at the institute, now was not the best time to do so.

“It is a good idea but what about those in the low-income group? Can they be assured of obtaining similar service?

“These are the things that the government needs to consider,” he told reporters after a dialogue with Terengganu Health Department staff here.

He also said that the people should not be worried as until an alternative service was available, the government would not entertain any proposal to privatise or sell IJN.

When yes men say no!

COMMENTARY

DEC 19 - Maybe it's democracy finally at work but the Cabinet's swift if not subtle rejection of Sime Darby Berhad's bid for IJN is a salutary lesson that top-down leadership is no longer vogue in Malaysia.

There was a time when a nod from the prime minister, his deputy and senior ministers would virtually assure any deal or proposal to go through as civil servants and political wannabes scramble to sycophantically serve their political masters. Case in point would be the Proton national car project, Petronas Twin Towers, Putrajaya administrative capital and the Bakun Dam project, among others.

All done despite objections and criticisms.
malaysiakini to post this ==>
But such decisions are harder to push through by the day with the proposed IJN buy-out the latest in line of deals undone due to a combination of internal opposition and public outcry despite Prime Minister Datuk Seri Abdullah Badawi, his deputy Datuk Seri Najib Razak and the Economic Planning Unit endorsing the proposal.

Yet, it floundered at the Cabinet meeting today - a sign of times that those in power are not as sure footed as before. And maybe some people in various levels of the administration have found their voice and courage to object and say no.

Of course, another reason for the Sime Darby proposal meeting stiff opposition is Malaysia's mixed experience with privatisation.

The smorgasbord of public utilities and services privatised over the past two decades have seen some hits and misses that have made the people leery of putting more public institutions in private hands.

Among them are Tenaga Nasional Berhad, which now buys power at fixed prices from independent power producers, or Telekom Malaysia Berhad which still depends on the government for public projects, or Malaysia Airlines which is now a virtual airline with assets owned by another government-linked company, and the endless ribbons of privatised highways that require government compensation to keep toll charges low.

Former prime minister Tun Dr Mahathir Mohamad, who always supported and today admitted that privatisation started during his time, has joined the bandwagon against putting IJN in private hands.

"I seldom oppose privatisation but this is one instant (sic) when I feel privatisation is the wrong thing to do," Mahathir wrote in his popular www.chedet.com weblog today.

Mahathir, who underwent a heart operation in 1989 that led to the establishment of IJN, admitted his personal attachment to the medical facility has led him to oppose the Sime Darby proposal as "the IJN is really the institution that is physically closest to my heart".

"Maybe I am biased because I owe my life to IJN. But I think as a corporatised institution the IJN has done extremely well," he said, adding it should be left alone as it is.

"The Barisan Nasional government is not too popular today. Why do something that may give the opposition another issue to belabour the government."

A trenchant critic's prophetic words which the Cabinet probably considered when deciding to politely decline Sime Darby's proposal despite the big guns backing it.

And an indication that might may no longer be right with enough people saying so.

Don’t pass social responsibility to private sector, says Palanivel

KUALA LUMPUR, Dec 20 — Since medical care for serious diseases are not affordable even for the middle income group, the government should not hand over the National Heart Institute (IJN) to the private sector, said MIC Deputy President Datuk G. Palanivel.

malaysiakini to post this ==>
“Health care is a service and must be more than a business. We should continue to implement justice in health care,” said the former Deputy Women, Family and Community Development Minister in a statement here today.

Palanivel, in welcoming Deputy Prime Minister Datuk Seri Najib Tun Razak’s move to defer the matter said the government should look at its principle of governance carefully and should not hand over its social responsibility to the private sector.

“I had been handling welfare work related to poor in the same ministry for more than eight years and was well aware of their plight and the difficulties they faced in obtaining financial assistance when they are diagnosed with serious diseases,” he said.

He said from April 2004 to January 2008, the ministry’s service centre had handled many problems and had obtained exemption for 133 cases totalling a sum of RM2,164,713.30.

“We referred the cases to the IJN Medical Welfare Officers who will perform the assessment and give exemptions on the spot. IJN officers sat as volunteers at my service centre. I am not certain whether the same level of cooperation would prevail if IJN was privatised,” he added.

Palanivel said the government should have the political will and social understanding and provide cost effective health care to the necessary cross-section of the Malaysian society.

“This can be done if the government studies the core strengths of the present health care systems and industry, both in the public and private sectors,” said Palanivel.
